This individual proven experience running SQL queries from a wrok bench and creating SQL queries from scratch themselves. This individual should also understand how web services work, how systems interact with each other, and able to make connections and understand service-oriented architecture. Gathering requirements and understanding the IT landscape, how to best leverage their current systems, and what solutions to put in place to improve the future. You will be the liasion between the dev teams and the business so seeing the big picture and justifying approaches they are taking is a big part.
