The Environmental Permitting Compliance Project Manager will be a key player in both the strategy development and execution of the environmental permit compliance program for our projects.Roles and Responsibilities - The Environmental Permitting Compliance Project Manager is part of a team of environmental and permitting managers but works across the greater organization to drive an effective, fast and efficient environmental permit development process to eliminate gaps between teams and ensure continuous compliance with various environmental permits and approvals. He or she will be responsible for driving appropriate cross-team coordination in the review, environmental permit acquisition and environmental permit compliance for data centers to allow for the construction and delivery of our critical infrastructure. Specific responsibilities will include:Management of environmental compliance risk evaluations, permitting, approvals, and consent activities for existing and new datacenter and associated infrastructure development for sites. Management of environmental consultants for the delivery of environmental permit requirements. Identification of environmental permitting requirements in coordination with design, construction. EHS, operations, and permitting teams to provide continuous permit compliance. Support of regulatory agency, stakeholder and community engagement activities.Support of development of environmental compliance risk and permitting mitigations to enable datacenter construction and operations within development timelines. Management of environmental compliance planning and execution for pre-positioning, construction activities and operational turnover. Communication of environmental requirements and environmental expertise to diverse internal stakeholders, including legal, land development, energy, design, construction, operations, community development, and sustainability teams. The Field Quality Control Manager will be charged with recruiting, training, and leading project quality control managers at project sites throughout the continental US and abroad. The Field Quality Control Manager will interface with Lead Program/Project Managers, Regional engineering health & safety Managers, Project/Site Managers, Project/Site Quality Control Managers, and with customer representatives. The Field Quality Control Manager will have direct channel reporting to senior leadership and Corporate Quality. As the Field Quality Control Manager, you will travel extensively between project sites to ensure that consistent quality management practices are being executed throughout the organization.Responsibilities: *Overall field quality lead, responsible for coordinating with project quality personnel to ensure unity of effort on quality throughout the organization. *Lead for writing and maintaining field quality processes and procedures which provides a common framework for quality organization, roles and responsibilities, quality checks, and corrective action requirements. *Works with the internal and external design engineer groups on identifying critical, major and minor quality inspections to be performed during construction. Ensure that site Quality Control Managers coordinates customer witnessing of required inspections. *Reviews and signs organizational quality submittals (Field Quality Control Manual, Inspection results, etc) *Develop and report on company wide QA/QC metrics, allowing project, program and senior level leaders to understand the status of the QA/QC program. Provide KPI that allows leadership to make data driven decisions to improve QA/QC execution. *Ensure that project quality managers are consistently and effectively performing the duties outlined in the Division 01 or similar specifications and requirements and re-pasted below for reference (NOTE: Again, the below duties apply to the Project Quality Managers):oParticipate in the Post Award Kick-off, Partnering, Preconstruction, Design Development, and Coordination and Mutual Understanding Meetings. oImplement the "Three Phase of Control" plan for each DFOW and notify the Contracting Officer at least 3 business days in advance of each Preparatory and Initial Phase meeting. Submit respective checklists to the Contracting Officer the next business day. oEnsure that no construction begins before the DOR has finalized the design for that segment of work, and construction submittals are approved as required. oInspect all work and rework, using International Conference of Building Officials certified QC specialists as applicable, to ensure its compliance with contract requirements. Maintain a rework log. oImmediately stop any segment of work, which does not comply with the contract requirements and direct the removal and replacement of any defective work. oRemove any individual from the site who fails to perform their work in a skillful, safe and workmanlike manner or whose work does not comply with the contract plans and specifications. oPrepare daily QC Reports. oEnsure that Contractor Production Reports are prepared daily. Submit Contractor Production Reports on forms furnished for this purpose. Complete the reports weekly unless otherwise requested by the Contracting Officer. *Reports shall include: oWorker hours by classifications, move-on and move-off of construction equipment furnished by the prime, subcontractor or the Government, and materials and equipment delivered to the site. oSafety meetings, checks and inspections disposition of Construction Waste Material: Per Environmental Protection Plan oDesign and Construction Services: Including, but not necessarily limited to: a.) Check all Contract Documents for correctness and correlation. If the Contractor notes any discrepancy or ambiguity, immediately notify the COR. b.) Examine the work site as to conditions affecting the work. Field verify the site and scope of work, including but not limited to the measurement and location of all significant items required to perform the work. Failure by the Contractor to familiarize oneself with available information regarding these conditions shall not relieve the Contractor from the responsibility of successfully completing the work o Hold weekly QC meetings with the DQC Manager, DOR (or representative), Superintendent and the Contracting Officer; participation shall be suitable for the phase of work. Distribute minutes of these meetings. oEnsure that design and construction submittals are reviewed and approved, as required by the contract, prior to allowing material on site and work to proceed with these items. Maintain a submittal register. oUpdate As-built drawings daily, maintaining up-to-date set on site. oMaintain a testing plan and log. Ensure that all testing is performed in accordance with the contract. Review all test reports and notify the Contracting Officer of all deficiencies, along with a proposal for corrective action. o Maintain rework log on site, noting dates deficiency identified, and date corrected.oCertify and sign statement on each invoice that all work to be paid under the invoice has been completed in accordance with contract requirements. oPerform Punch-out and participate in Pre-final and Final Acceptance Inspections. Submit list of deficiencies to the Contracting Officer for each inspection. Correct all deficiencies prior to the Final inspection. Notify Contracting Officer prior to final inspection to establish a schedule date acceptable by the Contracting Officer. oEnsure that all required keys, operation and maintenance manuals, warranty certificates, and the As-built drawings are correct and complete, in accordance with the contract, and submitted to the Contracting Officer.oAssure that all applicable tests, special inspections, and observations required by the contract are performed. oCoordinate all factory and on-site testing, Testing Laboratory personnel, QC Specialists, and any other inspection and testing personnel required by this Contract. oNotify the Contracting Officer of any proposed changes to the QC plan. oRetain a copy of approved submittals at project site, including Contractor's copy of approved samples.
