JOB DESCRIPTION
The Senior .NET Developer (Remote but must sit out of Washington) will design and build the core verification APIs for the Work Requirements Verification Hub, a state-owned, cloud-native platform that centralizes and automates employment and work-requirement verification for Health & Human Services programs.
This role focuses on backend API development, integration with external verification sources, and the implementation of policy-driven business rules that can evolve as program requirements change. A key emphasis of this role is ensuring that verification logic is transparent, maintainable, and auditable, rather than tightly hard-coded into services.

Key Responsibilities
• Design and implement RESTful APIs using .NET (C#) to support verification requests, responses, and status tracking
• Build secure and scalable API integrations with external verification sources, including:
o State and federal data providers
o Third-party systems
o Stubbed or mock services during early delivery phases
• Implement policy-driven business rule patterns that clearly separate verification logic from core service code
• Enable business rules to be read, updated, and tested without invasive code changes
• Design traceable rule evaluation flows that support explainability (inputs → rules → outcomes)
• Support automated, partial, and manual verification paths based on rule outcomes
• Apply API security best practices for systems handling sensitive data (authentication, authorization, data protection)
• Collaborate with:
o Cloud platform teams on infrastructure, CI/CD, and runtime environments
o Integration teams on API gateways and enterprise integration patterns
o Product, policy, and data governance stakeholders to translate requirements into technical solutions

Required Skills & Experience
• Strong experience developing backend services using .NET / C#
• Proven experience designing and implementing REST APIs with proper validation, versioning, and error handling
• Experience integrating with external systems via APIs or service-based interfaces
• Demonstrated ability to implement business rules outside of hard-coded service logic
• Experience designing maintainable, transparent decision logic suitable for policy-driven systems
• Familiarity with API security concepts, including OAuth 2.0 / OpenID Connect
• Experience with SQL-based data access and relational data modeling
• Comfortable working in Agile / iterative delivery environments
• Experience deploying and operating applications in Microsoft Azure

Nice to Have Skills & Experience
• Familiarity with CI/CD pipelines (Azure DevOps or similar)
• Experience with API gateways or enterprise integration platforms
• Exposure to rules engines, configuration-driven logic, or decision tables
• Experience designing systems with auditability and explainability as core requirements
• Background working in government, healthcare, or other regulated environments
• Experience supporting systems or initiatives aligned with federal guidelines or compliance-driven programs, such as HR1 (Work Requirements), CMS, or similar policy-driven efforts
