Job Description
Insight Global is seeking a Capture Manager for a federal health IT client. This candidate will lead the full capture lifecycle for CMS-related opportunities, with a focus on recompete strategy, customer engagement, and competitive positioning. The ideal candidate has a strong track record of winning federal contracts, deep CMS domain knowledge, and the ability to translate capture insights into winning proposals and teaming strategies.
Responsibilities:
•Develop and execute a full capture plan aligned to recompete timing, customer priorities, and market conditions
•Lead customer engagement efforts with CMS stakeholders, including:
o Office of Hearing and Inquiries (OHI)
o Marketplace Appeals Group (MAG)
o CMS client leadership
•Conduct detailed competitive analysis, including:
o incumbent assessment
o SWOT analysis
o price-to-win modeling
o discriminator development
•Build and manage the teaming strategy, including identifying, qualifying, and negotiating with subcontractors and partners
•Translate capture intelligence into proposal-ready win themes, staffing approaches, and solution concepts
•Partner with technical, pricing, and proposal teams to shape a compelling and compliant response
•Track pipeline progress and provide regular status updates to leadership
•Represent the organization at industry events, conferences, and pre-solicitation activities

Required Skills & Experience
•7–10+ years of business development / capture experience
•Proven capture wins on CMS, HHS, or CMMI opportunities in the $25M–$100M range
•Strong knowledge of the ACA Marketplace, eligibility systems, or the broader CMS digital services ecosystem
•Experience leading recompete captures, including:
o incumbent displacement / positioning
o transition risk messaging
o price-to-win strategy
•Working knowledge of GSA MAS
•Experience using Shipley or a similar methodology
•Established relationship network within the federal health IT contractor community
Nice to Have Skills & Experience
Plusses:
•Previous capture experience in federal health IT
•Existing relationships with CMS
•Experience with Pega BPM, case management systems, or digital services platforms in a federal environment
•Familiarity with WOSB, 8(a), and HUBZone set-aside dynamics
•APMP (Foundation or Professional) or PMP certification
•Understanding of CMS IT governance (ATO processes, CMS TRA, FISMA compliance)
