Job Description

The Prime contractor on the $200M Naval Medical Center renovation in Portsmouth, VA seeks a full-time Quality Control Engineer (QCE) to lead quality assurance and compliance efforts in partnership with USACE. This role is critical to ensuring engineering and medical facility upgrades meet federal regulations, safety standards, and contractual requirements.

Responsibilities include:
• Implement and manage QC processes for MEP systems and installations.
• Conduct inspections and tests on materials, in-process work, and finished products.
• Develop and enforce quality systems, procedures, and documentation standards.
• Perform design reviews, constructability assessments, and value engineering.
• Manage subcontractor performance, safety, and compliance with USACE/NAVFAC standards.
• Oversee cost-loaded scheduling (Microsoft Project/Primavera P6) and documentation (Procore/RMS).
• Analyze quality data, prepare reports, and recommend corrective actions.
• Ensure compliance with OSHA, environmental, and quality standards.
• Train staff on QC procedures and maintain accurate records.
Support contract negotiations and modifications with government personnel and vendors. • Scheduling construction activities and overall project completion
• Communicating with customers and subcontractors regarding schedule deviations
• Reading and interpreting construction drawings to direct subcontractors
• Planning, directing, and budgeting for assigned projects
• Managing project administration, billing, and contractual requirements
• Assisting with project design reviews and supporting subcontractors and staff
• Monitoring compliance with government regulations (Service Contract Act, Davis Bacon Act, etc.)
• Maintaining customer relations and professional appearance
• Using basic computer software for scheduling, reporting, and email
• Preparing cost accounting worksheets and consulting with engineering staff
• Assisting Site Manager/Project Manager with project budgets
• Creating visual presentations and desktop publishing
• Performing other duties as assigned

Required Skills & Experience

Bachelor’s degree in Engineering, Construction Management, or related field preferred

Minimum 10 years’ experience in construction (excluding O&M/Facilities work).

5 years' experience in a Quality role with a Prime contractor for a Hospital project under USACE/NAVFAC, valued around $10M+

Strong knowledge of QC principles, ISO 9001, and USACE CQM 3-phase inspection process.

Familiarity with BAS, HVAC, electrical systems, and inspection tools.

Proficiency in Microsoft Office Suite and scheduling software.

Ability to pass OSHA 10-hour safety course.

Nice to Have Skills & Experience

HVAC certification.

CHC, PMP, CM, or PE certification.

Experience with federal contracts (FAR, DFARS) and compliance processes.

Background in large-scale design-build or design-bid-build projects in medical facilities.
