Job Description

Offer functional and technical guidance on the CNO N83 ship operations model within the PPBE cycle.
Conduct detailed analysis of trends, program changes, and pricing factors to forecast Future Years Defense Plan (FYDP) requirements aligned with national security priorities and resource efficiency.
Support evaluation of SWE equities in N83 Ship Operations and Depot Maintenance models; collaborate with stakeholders to provide routine and ad hoc model inputs.
Track compliance and report adherence to N43 Ship Operations and Depot Maintenance guidelines.
Analyze and prepare responses to Program Objective Memorandum (POM) inquiries related to Ship and Combat Operations and Depot Maintenance from OPNAV and Echelon II commands.
Develop CNSL TYCOM N43 financial reports that reflect ship maintenance decisions within the PPBE framework.
Review complex data sets from higher Echelons to ensure future maintenance needs are accurately represented and meet financial standards.
Present financial data in decision-ready formats, including charts and graphs, for senior leadership review.
Provide detailed financial analysis of large data sets from organizations such as SURFPAC, SURFMEPP, and CNRMC upon request.
Attend meetings and summarize outcomes for the Finance Director as needed.
Define and analyze issues related to complex financial systems or processes.
Standardize financial management practices through user manuals, SOPs, and instructions.
Interpret financial procedures and create internal processes to ensure accuracy across all funding types (CN, AF, CM, EM, IL) and appropriations (OMN/OPN).
Calculate funding requirements based on operational trends and cost-control measures.
Review and analyze Mid-Year Review execution, End-of-Year certified obligations, and 50/50 compliance; recommend best practices and forward strategies.
Compile and draft the annual Maintenance Modernization Business Plan (MMBP) and prepare the development letter for COMNAVSURFLANT ACOS signature.
Serve as an on-site subject matter expert for inquiries related to Maintenance Availability Budget Planning during normal office hours when not engaged in off-site planning activities.

Required Skills & Experience

Experience:

5 years with Surface Warfare Enterprise Operations and Requirements
10 years in budgeting, finance, or accounting, or a Bachelor’s degree in Accounting, Finance, or Business with Navy Ship Operations account experience
10 years with Ship Depot Maintenance financial accounts
10 years with SABRS Cost Accounting and CFMS Financial reporting
5 years with Navy Supply System logistics
5 years with Navy PPBE system

Nice to Have Skills & Experience

Preferred Education: Master’s degree in Procurement or Financial Management disciplines
Budget Planning Qualifications:

5 years in budgeting/finance/accounting or Bachelor’s degree in related fields
2 years in Navy Logistics, Accounting, or Ship Maintenance (preferred)


Technical Skills:

Proficiency in Microsoft Excel (graphs, pivot tables, macros, formulas) for financial and budget analysis


Clearance: Must hold or be eligible for a Secret clearance
