Job Description

The Labor Relations Manager/Associate will handle a mix of administrative and operational tasks to support HRSA’s labor relations function. Typical daily activities include:

Labor Contract Administration

Interpret and apply collective bargaining agreements across nine different contracts.
Monitor compliance with wages, hours, and working conditions provisions.
Draft correspondence related to labor shortages and disciplinary actions.

Grievance and Investigation Support

Research and compile documentation for grievances and complaints.
Track payroll histories and working conditions for dispute resolution.
Assist with arbitration preparation and maintain accurate case files.

Drug and Alcohol Testing Program

Coordinate and administer random daily drug and alcohol testing for unionized workforce.
Track compliance for training and promotion requirements.
Maintain detailed records and reporting for all testing activities.

Data and Document Management

Maintain secure and organized labor relations files (hard copy and electronic).
Update statistical reports on grievances, arbitration, and related activities.
Ensure accurate logging and tracking of all labor relations processes.

Committee and Stakeholder Engagement

Participate in committee meetings and support discussions with management and union representatives.
Draft and distribute official communications to stakeholders.

Other Duties

Support special projects and assist the President & Chief Negotiator as needed.
Adapt to a fast-paced environment with multiple priorities.

Compensation:

$100,000.00 to $120,000.00 per year annual salary. [If client has provided an exact salary, then no need to use a range; also, if the client has provided an hourly rate, then use same hourly language from the Contract/Contract-to-Hire section above.]

Required Skills & Experience

-Bachelor’s degree in Business Administration, Industrial Relations, Labor Relations, or Political Science.
-3–7 years of labor relations experience (or closely related field).
-Strong proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Access).
-Proven ability to manage multiple processes and deadlines with high attention to detail.
-Experience handling confidential information with discretion.
-Excellent written and verbal communication skills.
-Ability to work fully on-site, Monday–Friday, 8:00 AM–5:00 PM.
-Highly organized and disciplined; capable of thriving in a fast-paced environment.

Nice to Have Skills & Experience

-Juris Doctorate or advanced legal training.
Maritime, railroad, or shipyard industry experience.
-Familiarity with collective bargaining agreements and grievance processes.
-Project management experience or certification.
-Prior experience administering compliance programs (e.g., drug/alcohol testing).
-Knowledge of labor law and arbitration procedures.
-Experience with document management systems.
