Job Description

The Virginia State Police (VSP) is seeking a highly experienced Business Analyst to support the implementation and integration of mission-critical law enforcement systems. This role requires deep expertise in business analysis, including requirements gathering, process reengineering, and testing readiness. The analyst will work closely with cross-functional teams and vendors to ensure successful delivery of SaaS/cloud-based solutions, while also supporting organizational change management and end-user adoption. This is a full-time, onsite position at VSP headquarters. The pay range for this role is $40-$55/hr depending on experience.

Key Responsibilities
1. Requirements & Process Analysis
Lead the review and evaluation of current business systems and user requirements.
Perform gap analysis and reengineer business processes to align with new system capabilities.
Elicit and document functional and non-functional requirements using techniques such as interviews, brainstorming, data mining, and document analysis.
Maintain traceability matrices and process flow diagrams.

2. Documentation & Communication
Coordinate and document communications between VSP project teams, interface partners, and suppliers.
Identify opportunities to replace legacy systems with modern applications and processes.
Ensure supplier deliverables align with documented requirements and project schedules.

3. Testing & Quality Assurance
Conduct testing oversight, including writing and reviewing test plans.
Support and lead user acceptance testing (UAT) in collaboration with QA teams and business stakeholders.
Develop and distribute management reports on testing progress, risks, and issues.

4. Requirements Artifacts & Security
Produce comprehensive requirement artifacts including use cases, business rules, interface requirements, activity diagrams, wireframes, test cases, traceability matrices, and error validations.
Define user roles, access rights, and manage user profile security.

5. Training & Vendor Engagement
Provide training and support for end users during system rollout.
Represent VSP in vendor interactions and ensure alignment with agency goals.

Required Skills & Experience

Minimum 10 years of experience in business analysis, including COTS and SaaS implementations.
Strong proficiency in Microsoft Office Suite (Word, Excel, Visio, PowerPoint, Teams).
Experience with UML, business analysis tools, and Jira.
Understanding of systems architecture, APIs, and databases.
Experience in test planning and execution.
Strong written and verbal communication skills.
Demonstrated ability to work in cross-functional environments and manage stakeholder relationships.

Nice to Have Skills & Experience

Certified Business Analysis Professional (CBAP).
Experience with Agile, Waterfall, and Hybrid development methodologies.
Prior experience working with law enforcement or public sector agencies.
Familiarity with security access and user profile management.
