Job Description
Insight Global's client is seeking a Project Manager / Owner’s Representative to oversee capital and renovation projects at a State university campus. This role is responsible for managing projects from early planning through completion, serving as the owner’s primary point of coordination across designers, contractors, and state stakeholders.
The ideal candidate has strong experience delivering public‑sector or state‑funded projects, navigating permitting and approval processes, and managing multiple projects simultaneously. This is a hands‑on role requiring on‑site presence and close collaboration with project teams to ensure work is delivered on schedule, within budget, and in compliance with contract requirements.
Key Focus Areas:
- Owner’s Representative support across design, permitting, and project coordination with architects, engineers, contractors, and inspectors
- Schedule, budget, and documentation oversight.
- Site visits and progress verification.
- Review of submittals, RFIs, change orders, and pay applications

Required Skills & Experience
- 8-10 years of project management experience
(with 5+ years considered with strong state experience)
- Experience working within the Virginia state system, including: Department of General Services (DGS), Virginia permitting and approval processes, Department of Engineering & Buildings (DEB)
Proven ability to manage multiple projects simultaneously in an on‑site environment
