Job Description

This position requires senior level engineering work within the Department of Capital Projects with the primary function of managing design and construction for the Town’s capital improvement program. Work involves managing engineering consultants and contractors, reviewing engineering and construction plans for compliance with codes, regulations, Town standards, and best construction practices, and working with consultants regarding plan approval for the capital improvement program.

Primary Duties and Responsibilities
- Manages engineering consultants and construction contractors during design or construction of the Town’s capital projects
- Reviews and provides recommendations to the Assistant Director of Capital Projects Management for the approval of consultant fee proposals, change orders, and invoices
- Manages the plan review and approval process for capital projects
- Manages Town administered / VDOT funded projects; and has knowledge of the VDOT Locally Administered Project Manual
Develops and manages project schedules using project management software tools.
- Prepares and manages Request for Proposals and Invitations for Bids for specific projects or for other services needed
- Recommends award of contracts to Town Council and prepares relevant documents and legislation
- Conducts technical review of detailed engineering construction drawings, plans and specifications for compliance with Federal, State, and Town standards, ordinances, and proper engineering design practices.
- Evaluates drawings for compliance with applicable standards, codes, and constructability.
- Presents projects to neighborhoods and/or Town Council in evening meetings
Coordinates with outside utility companies regarding relocations and service required in connection with Capital Projects
- Coordinates with the Assistant Town Attorney in connection with the acquisition of land rights needed for Capital Projects
- Consults with inspection staff to resolve regulation related construction issues and complaints, conduct field inspections as needed.
- Maintains all required records for all assigned projects as required by the Library of Virginia
- Attends Commission meetings as necessary to answer technical questions on capital improvement projects
Investigates citizen complaints regarding capital projects and recommends engineering solution(s)
- Is responsible for assigned project(s) schedule, budget, and financial closeout of the project upon completion of the project
- Performs other duties as assigned

Required Skills & Experience

- Bachelor’s Degree in civil engineering or a related field or equivalent combination of education and experience.
- Four years’ experience in civil engineering design or construction.
- Must have a valid driver’s license and a safe driving record.

Nice to Have Skills & Experience

- Master’s Degree in Civil Engineering or related field.
- Four to ten years’ experience in design and construction of civil engineering projects.
- Professional Engineer; Certified Construction Manager.
- Bilingual in English/Spanish.
