Draft policy, regulation, training, and/or guidance documents and prepare supporting documents to gain approvals and stakeholder buy-in for policy/regulatory recommendations.
Assist in the development and presentation of the Agency's official position on proposed government-wide A&A regulations and formulating implementing regulations (e.g., contract provisions/clauses), assistance standard provisions, or operational policies (e.g., Automated Directives System (ADS) chapters), as appropriate.
Provide advice and assistance to Bureaus, Missions, the Assistant Administrator for Management Bureau, the Senior Procurement Executive, and A&A activities worldwide concerning the applicability and interpretation of FAR, AIDAR, Federal and USAID assistance regulations, and ADS policies.
Provide research, analysis, and interpretation expertise covering the entire spectrum of A&A processes to inform Agency policies and procedures.
Review legislation, directives issued by OMB, the General Services Administration, and other federal agencies when government-wide policies will affect USAID programs to determine applicability to USAID.
Draft and review Standard Operating Procedures (SOP) for content and format and ensure that the SOPs are current and comply with relevant policies and/or regulations.
Draft key messages and talking points for USAID officials related to localization and/or other subject matter areas of expertise. Generate and present decision points for leadership and prepare formal responses to senior leader requests for information.
