Job Description
Insight Global is seeking a DevSecOps & Agile Transition Manager for a large federal law enforcement program supporting a long-term modernization effort. This is a highly visible, customer-facing leadership role focused on rebuilding and maturing a DevSecOps platform while guiding agile adoption across the organization. The ideal candidate brings deep DevSecOps technical expertise, architect-level judgment, and exceptional executive communication skills to lead teams, influence stakeholders, and clearly demonstrate ROI. This role is critical to restoring confidence in DevSecOps practices and driving modernization with strong customer alignment and trust.
- Lead and oversee the DevSecOps engineering team
- Serve as the DevSecOps & Agile champion for DEA stakeholders
- Act as architect-level technical authority (guidance vs hands-on coding)
- Engage daily with senior government and executive-level customers
- Mature and modernize the existing DevSecOps platform
- Clearly articulate ROI for DevSecOps tools, staffing, and processes
- Rebuild trust and momentum after prior program downsizing
- Help justify and grow the team
- Collaborate closely with customer leadership and internal teams

Required Skills & Experience
- 10 - 15 years of overall IT experience
- 5+ years of experience leading DevSecOps teams implementing in a large environment with the ability to provide strategic and hands-on technical direction in implementing DevOps practice areas, including Continuous integration, delivery/deployment, and monitoring, automated testing, Infrastructure as Code, and configuration management.
- Strong background in CI/CD, DevSecOps platforms, and pipeline architecture
- Experience with AWS GovCloud (platform is AWS; agency uses AWS + Azure)
- GitHub Enterprise experience
- Kubernetes & Docker experience
- Experience with common DevSecOps security/scanning tools (e.g., SonarQube, Sonatype, SAST/DAST tools)
- Agile certification (SAFe, Scrum, Kanban, etc. – required by FEDSIM)
- Proven ability to explain technical concepts to executive and non-technical stakeholders
- Strong customer-facing, communication, and diplomacy skills
- Experience working onsite in classified/government environments
Nice to Have Skills & Experience
- Prior experience with DoD Platform One, Kessel Run, or Healthcare.gov modernization
- Terraform / Infrastructure as Code experience
- Azure Government Cloud experience
- GitHub Actions / YAML workflows
- Ansible or similar automation tools
- Experience with containers, microservices, and service mesh (EKS, Istio, etc.)
- Experience working with ISSO/ISSM in a continuous ATO environment
- Ability to read multiple code bases (Java, C#, Python, PowerShell, etc.)
- Experience managing multiple development teams concurrently
- Organizational change management or DevSecOps adoption initiatives
