Job Description

Insight Global is seeking a Human Resources Manager who is responsible for the overall administration, coordination and evaluation of human resource functions across a multi-state workforce exceeding 550 employees. This position operates in a government contracting environment and supports Service Contract Act (SCA) and Collective Bargaining Agreement (CBA) governed contracts.
The Human Resources Manager serves as both a hands-on operator and strategic partner to leadership, ensuring compliance with all Federal, State and local employment laws, with expertise in California employment regulations.
This position directly supervises Human Resources Assistant(s) and is responsible for the overall administration, coordination and evaluation of HR support functions while ensuring accuracy, compliance, and efficiency. This position works in coordination with Accounting and Payroll; however, it does not own payroll processing.
HUMAN RESOURCE MANAGER KEY DUTIES & RESPONSIBILITIES
1. Administer various human resources plans and procedures for company personnel across multiple states.
2. Supervise and manage Human Resources Assistant(s); assign and prioritize work, review for accuracy and compliance, and develop HR administrative capabilities.
3. Ensure company compliance with all Federal, State and local employment laws (e.g. Department of Labor (DOL), ERISA, FLSA, FMLA, ADA, EEOC, VETS 4212) with strong emphasis on California employment law.
4. Interpret and administer Service Contract Act (SCA) wage determinations, fringe benefits, and contract escalation requirements.
5. Administer and interpret Collective Bargaining Agreements (CBAs) and support union-related matters including grievance processes and disciplinary actions.
6. Oversee employee onboarding, including E-Verify I-9 processing, HRIS setup, and compliance documentation.
7. Serve as system owner for ADP Workforce Now; manage employee lifecycle data, compensation changes, reporting, and system integrity.
8. Collaborate with Accounting and Payroll to ensure accurate employee data and compensation changes while maintaining separation of payroll responsibilities.
9. Lead employee relations efforts including investigations, conflict resolution, and management guidance.
10. Oversee employee leave of absence programs including FMLA, CFRA, ADA and disability-related leave compliance.
11. Manage benefits administration including Open Enrollment, eligibility tracking, COBRA, and employee communication.
12. Oversee Short-Term Disability (STD) and Long-Term Disability (LTD) programs including claims coordination and vendor management.
13. Manage Workers Compensation claims and resolution.
14. Ensure compliance with corporate reporting requirements (Affirmative Action, VETS-4212, EEO-1).
15. Disseminate updates to DOL Employee Posters annually or as revisions occur.
16. Track employee compensation updates associated with contract changes and SCA Wage Determinations.
17. Develop, recommend and implement personnel policies and procedures; prepare and maintain Employee Handbook in concert with ADP.
18. Maintain employee records in company Human Resource Information System (HRIS).
19. Support recruiting for Government contracts ensuring alignment with labor categories, wage determinations and CBA requirements.
20. Write/update job descriptions as necessary.
21. Assist with organizational development, training, policy development, employee relations and communication.
22. Identify HR risks and implement corrective actions.
23. Perform other functions as required.

Required Skills & Experience

EDUCATION/TRAINING
• A professional degree in Human Resource Management (preferred).
• Minimum of seven (7)+ years of progressive Human Resources experience.
• Minimum of two (2)+ years of leadership experience supervising personnel (required).
• Demonstrated multi-state HR experience (required).
• Demonstrated experience with California employment law (required).
• Experience supporting SCA and CBA environments (required).
• Advanced experience with ADP Workforce Now (required).
• Experience in a government contracting environment (preferred).
• Prior military service or veteran status (preferred).
• SPHR / SHRM-SCP a plus
