Role Overview
The Human Resources Manager is a strategic partner to company leadership, responsible for aligning talent strategy with organizational growth, contract demands, and long term business objectives. This role extends well beyond traditional HR and recruiting functions, contributing to workforce planning, pricing and proposal support, compliance, and scalable organizational design within a federal government contracting environment. The ideal candidate understands how people, compliance, pricing, and performance intersect in GovCon and can proactively build talent solutions that enable contract capture, program execution, and sustained profitability.
Primary Responsibilities
Strategic Workforce Planning & Organizational Support
• Collaborate with executive leadership to develop and sustain a workforce strategy that supports the business plan, contract pipeline, and future growth.
• Convert capture strategies, recompetes, and new contract awards into staffing plans, hiring timelines, and labor mix recommendations.
• Support organizational design as the company expands (new programs, PMO growth, shared services, JVs, subsidiaries).
• Advise leadership on staffing models, including make vs buy decisions and employee vs. subcontractor options.
Full-Cycle Recruiting & Talent Acquisition
• Lead full cycle recruiting for both cleared and non cleared roles across IT, healthcare, management, and professional services until more recruiting staff is hired.
• Develop and execute recruitment strategies tailored to specific agencies and contract vehicles (VA, HHS, DoD, CMS, etc.).
• Partner with BD and Capture teams to:
o Identify key personnel for proposals.
o Build candidate benches for expected awards.
o Drive rapid hiring during contract transitions.
• Build and manage relationships with staffing vendors, universities, and niche talent sources.
Proposal, Pricing & Compliance Support
• Provide labor category alignment, salary benchmarks, and cost escalation inputs for proposals and pricing teams.
• Ensure job descriptions, labor categories, and staffing structures meet all compliance and contract requirements.
• Assess employee, 1099, and subcontractor models for cost efficiency, compliance, and scalability.
Performance Management & Employee Development
• Design and oversee a performance management framework that reflects contract obligations and company values.
• Partner with program leaders to define performance standards, career paths, and training/certification roadmaps.
• Support succession planning for key positions across programs and leadership roles.
HR Compliance, Documentation & Risk Management
• Ensure adherence to:
o FAR/DFARS labor requirements
o Service Contract Labor Standards (SCLS/SCA)
o EEO, OFCCP (as applicable), and state employment laws
• Maintain audit ready HR documentation to support contract compliance, due diligence, and organizational audits.
• Advise leadership on employment related risk, including terminations, contract transitions, and reductions in force.
• Drive a high performance culture that balances small business agility with federal customer expectations.
• Create retention strategies for critical and hard to replace personnel.
• Serve as a trusted advisor to leadership and employees on sensitive HR matters.

Required Skills & Experience
• Bachelor’s degree in Human Resources, Business Administration, Management, or related field (or equivalent experience).
• 5+ years of progressive HR and recruiting experience; government contracting experience strongly preferred.
• Strong knowledge of federal labor compliance requirements.
• Experience in federal contracting or compliance-heavy environments.
• Proven ability to act as a strategic advisor rather than solely an HR administrator.
• Hands on experience with:
• Multi discipline recruiting pipelines, including cleared talent
• Proposal staffing and pricing support
• Contract transition staffing
• Excellent written communication and documentation skills.
• High proficiency in Microsoft 365 (Teams, SharePoint, Excel, Word, PowerPoint) and task management tools (Planner, Jira, Asana).
• Strong discretion, reliability, and attention to detail.
Nice to Have Skills & Experience
• Background in small or rapidly growing GovCon businesses.
• Familiarity with small business set aside programs.
• SHRM CP, SHRM SCP, PHR, or SPHR certification.
• Experience supporting mergers, joint ventures, or high growth phases.
• Comfort collaborating with Finance, Contracts, and BD leaders.
