Job Description
This role will support both a budget system implementation (Sherpa BFM) and a Budget-to-Report (B2R) workstream within an SAP transformation. This person acts as the bridge between Finance/Budget teams, IT/data teams, and external implementation partners.
• Gather and document business requirements and processes across budgeting, reporting, and financial operations; identify gaps and define future-state workflows.
• Translate requirements into system configuration and functional specifications, partnering with technical teams on setup, enhancements, and reporting needs.
• Support reporting and analytics, including designing, validating, and maintaining financial and budget reports and dashboards.
• Lead data migration and validation efforts, including data mapping, cleansing, reconciliation, and issue resolution.
• Execute testing across all phases (unit, integration, UAT), including test case development, defect tracking, and validation of fixes.
• Coordinate stakeholders and support delivery, including status updates, training support, and post-go-live activities such as system optimization and user support.

Required Skills & Experience
• Proven experience as a Business Analyst or Systems Analyst for complex finance, budgeting, or reporting initiatives
• Experience with Sherpa BFM (Budget Formulation and Management) Government Solutions
• Experience with SAP S/4 HANA, specifically Finance, Funds Management, Grant Management, Universal Journal, and/or Budget Availability Control (AVC)
• Strong understanding of public sector/government finance, budgeting, or procurement reporting and processes, specifically the Budget to Report process
• Experience translating business requirements into system solutions, supporting configuration, data migration, WRICEF, and testing
• Ability to drive reporting, data validation, and alignment with budgeting, forecasting, and monitoring processes
• Experience supporting training, change management, and end-user readiness
• Strong communication skills with experience working across business, technical, and stakeholder teams
