Job Description
The Site Safety & Health Officer (SSHO) is responsible for ensuring compliance with all Federal, DoD, USACE, and project‑specific safety requirements on a Military Construction (MILCON) project. This role oversees site safety programs, conducts daily inspections, supports incident prevention, and ensures a safe working environment for all personnel.
Key Responsibilities
Implement, manage, and enforce the project’s Accident Prevention Plan (APP) and Activity Hazard Analyses (AHAs).
Conduct daily site safety inspections and maintain required documentation per USACE EM 385‑1‑1 standards.
Lead daily Safety/Toolbox Talks and weekly safety meetings.
Identify and mitigate jobsite hazards; ensure corrective actions are implemented promptly.
Maintain all safety logs, training records, equipment inspections, and incident reports.
Monitor subcontractor safety performance and ensure compliance with Federal and project‑specific safety requirements.
Assist with incident investigations, root‑cause analysis, and corrective‑action implementation.
Coordinate with the Quality Control Manager and Site Superintendent on risk mitigation and field operations.
Enforce the proper use of PPE and ensure adherence to all safety policies.
Act as the primary point of contact for all safety-related matters with the Government (USACE/NAVFAC) and internal stakeholders.

Required Skills & Experience
Five (5) years of construction industry safety experience on projects of similar size and complexity, or
Three (3) years of experience on USACE/NAVFAC or MILCON projects.
OSHA 30‑Hour Construction Safety Certification (required).
Current First Aid/CPR/AED certification (required).
Training in EM 385‑1‑1
Demonstrated knowledge of EM 385‑1‑1, FAR/DFARS, and DoD safety standards.
Ability to conduct and document inspections, meetings, and training in accordance with USACE requirements.
Strong communication and leadership skills to enforce safety standards across all site personnel and subcontractors.
Nice to Have Skills & Experience
CHST, STS, CSP, or OHST certification(s).
Experience as an SSHO on a USACE‑managed project
Experience with government reporting systems such as RMS/QCM.
