Job Description

A client of Insight Global is a rapidly growing leader in the construction and engineering industry that is investing heavily in the modernization and scale of its Technology & Innovation organization. As part of that growth, they are creating a brand-new Vendor Management Office (VMO) and Technology Financial Management function and are seeking a Director to build and lead the capability from the ground up. This is a highly visible leadership opportunity to define strategy, establish governance, influence executive decision-making, and shape how technology vendors, investments, and financial operations are managed across the organization.
This leader will build and lead a newly established Vendor Management Office (VMO) and Technology Financial Management function, creating the vision, governance framework, operating model, processes, and team structure from the ground up. The role is responsible for overseeing the full technology vendor lifecycle, including sourcing strategy, RFP management, contract negotiations, renewals, performance management, scorecards, executive business reviews, supplier rationalization, and vendor accountability. On the financial side, this person will lead budgeting, forecasting, investment planning, purchasing, invoice management, financial reporting, and executive visibility into technology spend. They will partner closely with IT leadership, Procurement, Legal, Finance, PMO teams, and external vendors to optimize technology investments, improve vendor performance, reduce costs, and ensure strong financial stewardship. A significant portion of the role involves creating dashboards, metrics, and reporting that transform complex financial and operational data into actionable insights for executive decision-making while building the people, processes, and governance needed to scale the function over time.

Required Skills & Experience

• 10+ years of progressive leadership experience in Vendor Management, Technology Financial Management, Procurement, Strategic Sourcing, IT Operations, or related disciplines.
• Demonstrated experience building or transforming Vendor Management Office (VMO) or technology financial management capabilities within a large complex organization.
• Experience developing vendor governance frameworks, performance management, programs, financial planning processes, and executive reporting
• Experience managing strategic technology suppliers across software, cloud, infrastructure, professional services, staffing, and managed services.
• Experience leading technology budgeting, forecasting, investment planning, and financial governance.
• Strong executive communication, negotiation, stakeholder management, and influencing skills.
• Proven ability to operate effectively across both strategic and operational responsibilities.
• Experience managing internal teams, external consultants, contractors, and third-party service providers.

Nice to Have Skills & Experience

• Experience supporting large-scale ERP, HCM, CRM, ITSM, cloud, cybersecurity, data, or digital transformation initiatives.
• Experience supporting mergers, acquisitions, divestitures and technology integration activities.
• Experience implementing or managing Technology Business Management (TBM), Apptio, ServiceNow SPM, or similar technology financial management platforms.
• Experience partnering with Procurement, Finance, Legal, and business leaders to negotiate and govern strategic technology agreements.
• Knowledge of software licensing, cloud consumption models (AWS, Azure, GCP), SaaS commercial models, and managed service agreements.
• Professional certifications such as Certified Technology Business Management Executive (CTBME), Certified Professional in Supply Management (CPSM), Certified Commercial Contracts Manager (CCCM), ITIL, Certified Scrum Professional (CSP) or comparable vendor, sourcing, or financial management certifications.
