Job Description
A customer of Insight Global is looking to hire a Head of HR Compliance to come onboard! This individual will own and scale U.S. HR compliance for a high-volume, multi-state contingent workforce. They will lead a team, oversee staffing and labor law compliance, and partner with senior leadership to support growth while mitigating risk. This role is both strategic and hands-on, requiring strong execution, influence, and the ability to leverage technology and AI to drive compliance efficiency.
Day-to-Day Responsibilities
-Lead HR compliance strategy for ~1,700 temp employees across 20+ states
-Manage and develop a team of 6 HR Compliance Specialists in a high-volume environment
-Oversee compliance for contingent workforce (staffing agencies, joint employer risk, worker classification)
-Partner with sales/revenue leadership and push back on compliance risks when needed
-Drive compliance readiness for new state expansion (licensing, registrations, labor law mapping)
-Own compliance operations (I-9/E-Verify, background checks, audits, reporting)
-Lead employee relations and investigations (EEO, ADA, wage/hour, Title VII)
-Build dashboards, reporting, and executive presentations using data and AI

Required Skills & Experience
Must-Haves
-5+ years of HR compliance experience in high-volume environments (1,000+ employees)
-Experience working with or for staffing, contingent labor, or temp workforce models
-Experience managing a distributed workforce across 10+ US states, with deep expertise in California-specific labor codes.
-Experience supporting multi-state expansion (licensing, nexus, registrations)
-Experience using HRIS systems, compliance tools (E-Verify), or automation/AI to improve processes
-Solid understanding of Joint Employer doctrine, worker classification (1099 vs W2), and the legal nuances of contingent labor.
-Solid understanding of benefits administration, compensation practices, and employment law (FMLA, ADA, EEO).

-Master’s degree in Human Resources, Business Administration, or related field.
-SHRM-SCP, SPHR, or other advanced HR/Legal certifications.
