Job Description

The Systems Software Programmer is responsible for the ongoing development, enhancement, and support of South Carolina’s Early Care and Education systems, including the Child Care Services System (CCSS) and SC Voucher applications. This role requires an experienced developer proficient in C#, ASP.NET/MVC, Angular, jQuery, PrimeNG, .NET, MS SQL Server, and Microsoft Visual Studio, with hands-on involvement in full‑cycle development activities such as coding, unit and integration testing, source control, build management, and deployment. The position supports the modernization of legacy applications into CCSS, contributes to Child Care Licensing initiatives, and plays a key role in migrating SC Voucher and CACFP functionality into the integrated CCSS framework. Acting as a backup to the lead developer, this role designs, implements, and maintains system processes while providing ongoing enhancements and break/fix support for daily system operations.

Required Skills & Experience

• 3+ years of experience independently designing and implementing medium to large-scale software systems and components using .Net architectures.
• 3+ years of experience developing data-driven applications utilizing MS SQL Server
• 3+ years of experience building web-based software systems, utilizing N-tier architectures, dynamic content, highly-scalable approaches, and complex security
• 2+ years of experience with Microsoft operating systems and at least two application, database, messaging or web server systems
• 2+ years of experience of design and implementation of multiple software components and subsystems.

Nice to Have Skills & Experience

• Experience with Human Services (CAPSS) software development
• Experience with Agile
• Experience with performance, security, and regression testing tools
