Job Description

We’re seeking an experienced Data Quality Lead to lead end-to-end data quality management across complex healthcare data ecosystems. This role will oversee data integrity from ingestion to final delivery, ensuring accuracy, reliability, and compliance across all systems. You’ll work hands-on with Collibra and other data quality tools to build scalable, automated, and auditable data processes. This role combines technical expertise with functional knowledge of healthcare data domains (claims, eligibility, provider, member) to ensure data accuracy, completeness, and compliance with
regulatory standards (HIPAA, CMS).



Key Responsibilities
· Functional Responsibilities:
o Define and enforce data quality policies, standards, and KPIs aligned with payer business processes.
o Collaborate with business stakeholders (Claims, Provider Network, Enrollment) to identify critical data elements and quality rules.
o Drive data stewardship programs and facilitate issue resolution across domains.
o Ensure compliance with regulatory requirements (HIPAA, CMS, NCQA) and internal governance frameworks.
o Prepare data quality dashboards and reports for executive leadership.
· Technical Responsibilities:
o Implement and manage Collibra Data Quality for profiling, rule creation, and monitoring.
o Develop DQ rules and workflows for healthcare data sets (claims, eligibility, provider directories).
o Integrate Collibra DQ with Azure Data Lake, Databricks, and downstream analytics platforms.
o Design and optimize data pipelines in Azure and Databricks for DQ checks and remediation.
o Collaborate with data engineers to embed DQ validations in ETL/ELT processes.
o Leverage Collibra DIP for metadata and lineage tracking.
o Implement DQ automation using Python/SQL and Databricks notebooks for large-scale data sets.
· Agile Delivery:
o Lead and manage technical projects using Agile Scrum frameworks, ensuring timely delivery and alignment with business objectives.
o Utilize Azure DevOps for backlog management, sprint planning, and tracking deliverables.
· Waterfall Delivery:
o Develop and maintain detailed project plans, timelines, and resource allocations for projects executed in Waterfall methodology.
o Track milestones, dependencies, and deliverables, ensuring adherence to scope, schedule, and budget.
· Data Program Execution:
o Drive execution of data engineering and analytics programs, including projects built on Databricks and related technologies.

Required Qualifications
· Bachelor’s degree in Computer Science, Information Systems, or related field (Master’s preferred).
· 12+ years of experience in technical project management with exposure to both
Agile and Waterfall methodologies.
· Hands-on experience with Azure DevOps for project tracking and delivery.
· Strong background in data programs/projects, including Databricks or similar big data platforms.
· Hands-on experience with:
o Collibra Data Quality (rule creation, workflows, dashboards) or any other DQ tools
o Azure Data Services (Data Lake, Data Factory)
o Databricks (Spark, Delta Lake, notebooks)
· Experience in healthcare payer domain (claims, eligibility, provider data, etc.).
· Excellent communication, leadership, and stakeholder management skills.
· Familiarity with data governance, compliance, and security standards in healthcare.




Preferred Skills
· PMP, CSM, or SAFe certification.
· Knowledge of cloud platforms (Azure preferred).
· Understanding of ETL processes, data warehousing, and analytics frameworks.
· Exposure to HIPAA and other healthcare regulatory requirements.

Required Skills & Experience

· 10+ years of experience in technical data projects/programs driving at Data Quality efforts
· 6+ years hands on experience using Collibra Data Quality for rule creation, workflows, dashboards etc.
· 6+ years of experience in the healthcare payor domain (claims, eligibility, provider data, etc.).
· Expertise working on technical projects in Agile and Waterfall methodologies
· Hands-on experience with Azure DevOps for project tracking and delivery.
· Strong background in Databricks capabilities (Spark, Delta Lake, notebooks) and/or similar big data platforms
· Hands on experience with Azure Data Services (Data Lake, Data Factory)
· Bachelor’s degree in Computer Science, Information Systems, or related field

Nice to Have Skills & Experience
