Job Description

One of Insight Global's water & wastewater utility clients is hiring for a Project Engineer II specializing in dam safety. This role is based in Bryn Mawr, PA with up to 25% weekly travel (including overnight stays) across the state of Pennsylvania. A Pennsylvania driver's license with the ability to operate a company vehicle is required to obtain this position.

As a Project Engineer II, you will guide the technical and operational activities involved in assessing and maintaining Aqua’s water retention structures. You’ll work closely with engineering partners, regulatory agencies, and internal teams to support and strengthen the company’s safety program. Your work will focus on identifying risks, driving mitigation efforts, and ensuring full regulatory compliance to protect critical infrastructure and surrounding communities.

Key Responsibilities Include:
- Advise state and corporate leadership on dam‑related decisions, regulatory matters, and capital investment needs.
- Lead the strategic direction and oversight of Aqua’s dam safety program, including evaluations, emergency planning, O&M procedures, SOP development, training, and response activities.
- Direct feasibility, environmental, and engineering studies, and guide development of contracts and technical specifications for dam‑related projects.
- Ensure regulatory compliance and maintain clear, timely communication with senior leadership regarding dam safety risks and conditions.
- Develop engineering staff capabilities and represent Aqua before regulatory agencies, including providing professional testimony when required.

Required Skills & Experience

- Bachelor’s degree in Civil Engineering
- PA Professional Engineer (P.E.) license or ability to obtain the certification within 12 months of hire
- 5+ years of Project Engineering experience with strong technical skills in planning, design, and operations for water retention facilities.
- Solid understanding of dam‑related construction methods, contract administration, and state/federal regulatory requirements.
- Broad knowledge of industry trends, new technologies, water resource management practices, and company procedures.
- Strong project, program, and process management abilities supported by quantitative, analytical, and problem‑solving skills.
- Excellent communication, interpersonal, and leadership capabilities, including stakeholder engagement, regulatory collaboration, mentoring, issue resolution, and budget/financial analysis.
