Job Description

One of Insight Global's water & wastewater utility clients is hiring for a Project Engineer to oversee a variety of water/wastewater capital improvement projects. This role is based in Honesdale, PA with up to 50% weekly travel (including overnight stays) across the state of Pennsylvania. A Pennsylvania driver's license with the ability to operate a company vehicle is required to obtain this position.

Key Responsibilities Include:
- Plan and prepare system studies, reports, and capital improvement priorities for water and wastewater infrastructure.
- Manage capital projects—from mains and sewers to treatment plants, tanks, and stations—ensuring compliance, budget control, and timely delivery.
- Oversee permitting, regulatory approvals, bid preparation, and contract administration for assigned projects.
- Coordinate with internal teams, consultants, contractors, and regulators to ensure designs and construction meet company and regulatory standards.
- Maintain accurate system records, maps, models, and data while supporting safety inspections for water and wastewater facilities.
- Conduct engineering due diligence for potential acquisitions and stay current with industry trends through ongoing professional development.

Required Skills & Experience

- Bachelor’s degree in Civil or Environmental Engineering
- PA Professional Engineer (P.E.) license or ability to obtain the certification within 12 months of hire
- 5+ years of design experience in water and wastewater projects
- Proficient in CAD software, WaterGEMS, SewerGEMS, and Microsoft Office Suite
- Strong technical and analytical abilities in water and wastewater system planning, capital project evaluation, hydraulic data management, and engineering due diligence.
- Proven project management skills, including budgeting, scheduling, permitting, contract administration, and coordination with internal teams, consultants, regulators, and contractors.
- Effective communication, collaboration, and organizational skills to manage multiple projects, prepare detailed reports and permits, maintain accurate system data, and support safety and regulatory compliance efforts.
