Job Description
The Technical Assistance Specialist role will conduct training and outreach, providing one-on-one support, and serving as a liaison between participants, their technical vendors, and the clients technical partners, including SAS and J2 Interactive. This role supports statewide outreach and education efforts to help health care providers understand, access, and effectively use NC HealthConnex, North Carolina’s Health Information Exchange (HIE).
Duties include but are not limited to:
• Serve as a point of contact for healthcare participants, providing one-on-one guidance on how to access and utilize NC HealthConnex services
• Coordinate communications and issue resolution between participants, their technical vendors, and HIEA’s technical partners (SAS and J2 Interactive)
• Facilitate technical onboarding, implementation follow-ups, and troubleshooting support
• Conduct virtual and in-person training sessions to educate participants on NC HealthConnex functionality, policies, and best practices.
• Maintain accurate and timely documentation of all technical assistance (TA) interactions and support activities.
• Develop and update technical assistance resources, including user guides, FAQs, training materials, and presentations.
• Contribute to continuous improvement of technical assistance processes based on participant feedback and common issues.
• Coordinate closely with cross-functional teams including participants, EHR vendors, data architects, developers, analysts, and clinical stakeholders to support the technical assistance team’s data quality and system reliability work.

Required Skills & Experience
• 2+ years of experience in technical assistance, provider support, healthcare IT, or health information exchange environments
• Understanding of general healthcare IT systems
• Knowledge of HIPAA and health care regulatory compliance as they relate to EHR systems and Health Information Exchange (HIE)
• Ability to explain technical information clearly to non-technical audiences
• Experience working with EHR systems and/or health data exchange platforms
• Familiarity with NC HealthConnex or similar HIE systems
• Understanding of HIPAA and healthcare data privacy standards
• A focus on documentation and process improvement
