Job Description

Insight Global is seeking a full-time Process Safety / HSE Engineer to support a chemical manufacturing client in West Deptford, NJ, with occasional travel (about once per month) to a non-PSM site in Newark, DE. This role will lead Process Hazard Analyses (PHA), manage Management of Change (MOC) procedures, conduct incident investigations, and provide operational and project support. Responsibilities include owning the event and investigation program, collaborating with maintenance and operations teams to ensure compliance and hazard identification, monitoring workplace conditions, and implementing preventive measures. The engineer will also oversee audits and inspections, lead risk assessments such as HAZOP and LOPA, deliver process safety training, and support external certifications (e.g., RCMS, OSHA VPP, ISO 9001). This position reports directly to the Site HSE Manager. Additional responsibilities are below:

• Implement and maintain Process Safety Management (PSM) elements (e.g., Process Hazard Analysis (PHA), Management of Change (MOC), Mechanical Integrity, Incident Investigation in accordance with OSHA 29 CFR 1910.119 and company policies.
• Ensure site compliance with all relevant process safety regulations and standards.
• Maintain compliance with Risk Management Program (RMP), PSM and Toxic Catastrophe Prevention Act (TCPA) process safety requirements.
• Coordinate facility property insurance carrier (FM Global) visits and inspections.
• Oversee agency and internal compliance inspections or audits of facility process safety and environmental programs.
• Oversee the facility MOC program.
• Lead and participate in PHA, HAZOP studies, Layer of Protection Analysis (LOPA), and other risk assessment activities.
• Conduct required inspections, sampling, audits and reporting to maintain compliance with process safety regulations or requirements.
• Support or lead investigations of process safety incidents, root cause analysis, and development of corrective actions.
• Identify and implement process safety improvements to reduce risk and enhance operational safety.
• Develop and deliver process safety training for site personnel. Promote a strong safety culture across the organization.
• Work closely with operations, engineering, maintenance, and HSE teams to ensure process safety is integrated into all site activities.
• Provide required support to maintain facility external certifications (e.g. RCMS, OSHA VPP, ISO 9001).

Required Skills & Experience

• Bachelor’s degree in Chemical or Mechanical Engineering (or other relevant engineering discipline).
• 5+ years of experience in process safety engineering at a PSM-regulated site (chemical, petrochemical, or similar industry).
• Hands-on experience with Process Safety Management (PSM) elements, including PHA, HAZOP analysis, incident investigation, and Management of Change (MOC).

Nice to Have Skills & Experience

• Familiarity with TCPA (New Jersey-specific process safety requirements).
• Experience with PSM-regulated facilities and Risk Management Program (RMP) sites.
• Professional certifications such as PE, CSP, or CHMM.
