Job Description

Supply Base Management Specialist
Learn and practice applicable Boeing policies and procedures
Leads efforts to establish executable plans ensure performance to plan mitigate risk and resolve supply chain issues technical or non-technical associated with work movement partnering with key suppliers and Supply Chain partners to drive quality and on-time parts delivery.
Engages suppliers and provides technical assistance in areas such as manufacturing planning and requirements interpretation to ensure delivery schedule compliance and product conformity. Monitors metrics and manages work movements through a gated process and ensures process compliance.
Communicates with internal customers and stakeholders i.e. procurement agents suppliers field quality field operations engineering and manufacturing to report work movement status risks and help needed.
Contribute positively on-site supplier assessments to validate transition and delivery plans identify supplier capacity and capability to perform current and projected work statement and support Boeing procurement strategy associated with the work movement.
Assists suppliers in developing plans and monitors suppliers' performance-to-plan to ensure compliance to contractual requirements related to the work movements.
Identifies and communicates opportunities to implement new processes or improve existing processes e.g. lean manufacturing shop floor control work prioritization production and inventory control system to enhance supplier ability to produce and deliver products and services.

    SKILLS AND QUALIFICATIONS:

    o Bachelors degree or higher.
    o More than 7 years of related work experience or an equivalent combination of education and experience
    o More than 3 years of experience managing suppliers/vendors or managing a factory to deliver products and services
    o More than 3 years of experience in root cause analysis and Corrective action
    o More than 3 years of experience in a role that required Scheduling Project / Factory Management skills
    o More than 5 years of experience working with Supplier Management Supply Chain and/or Procurement practices and processes

    o This position should have ability to obtain U.S. Security Clearance if needed for which the US Government requires US Citizenship
  • Advanced degree e.g. Bachelor Master etc. preferred

    INTERVIEW/ HIRING PROCESS

    Monitors emergent offload/overload suppliers including processors philanthropic machine shop
    and sheet metal shop to ensure schedule compliance and product conformity. Identifies establishes
    and maintains priorities for deliveries of products services and data that support necessary supplier
    contractual corrective actions and resolution of issues e.g. poor schedule performance product and
    producibility issues to ensure contractual compliance. Communicates across functions e.g.
    procurement agents suppliers internal customers field quality engineering manufacturing to
    report status and concerns. Co-facilitates with the supplier the development of a recovery plan and
    unplanned demand requirements. Identifies needs for training on business and manufacturing
    practices e.g. requirements interpretation and clarification contractual compliance scheduling
    tools technical skills self assessment to supplier personnel for improvement or enhancement
    delivery performance. Participates with the procurement agent in on-site supplier assessments e.g.
    Preferred Supplier Certification Proof of Process and Rate Readiness to identify supplier capacity
    and capability to perform current and projected work statement and support Boeing procurement
    strategy. Monitors suppliers' performance-to-plan to ensure compliance to contractual requirements
    and provides status back to supervisor and procurement agent. Identifies and communicates
    opportunities to implement new processes or improves existing processes and reports back to
    management and make recommendation to procurement agent. Assesses supplier resource plan and
    reports results to supervisor/procurement agent. Supports work movement as requested by
    supervision.

    Detailed Supplier Knowledge
    Knowledge of suppliers' capabilities to support Boeing production includes but are not
    limited to production technical service and design management. Also included are
    knowledge of business systems organizational structure manufacturing processes risk
    mitigation capacity planning past/present delivery performance design definition program
    directives engineering drawings change memos wiring diagrams and schematics functional
    tests and supplier data.
    Effective Written Comm
    Skill in utilizing different communication materials e.g. proposals papers user guides
    reports articles promotional materials brochures web sites presentations speeches to
    satisfy a variety of customer requirements and environments.
    Procurement Processes
    Knowledge of responsibilities and tasks performed by various procurement
    departments/disciplines. Knowledge of the interactions between departments/disciplines and
    how their products/processes affect one another and impact non-Procurement processes e.g.
    Engineering Business Operations Logistics.

    Scheduling Requirements
    Knowledge of customer and supplier requirements to support program deliveries for example
    planned versus unplanned demand economic order quantity resource planning material
    type manufacture or purchase lead times.
    Supplier Management
    Knowledge of supplier assessment processes including Preferred Supplier Certification and
    Work Transfer Process. Elements of assessment to include supplier's past performance
    business processes capacity plan statement of work evaluation risk mitigation plan
    capabilities and lean practices in order to rate supplier viability to support the Boeing
    companies goals and objectives. Ability to control and deliver project deliverables project
    accounting and appraisal and optimize the contribution of the people involved using project
    management tools.

    primarily looking for Project management skills with Manufacturing background. Majority candidates were with procurement background. The person in this role will be in the field i.e. visiting suppliers to monitor control of manufacturing projects and communicate with all stakeholders in support of procurement activities.
