Program Manager - PMO

An employer is looking for a Program Manager for one of our top Utility clients. We are seeking a high‑caliber Program Manager to join a PMO and drive excellence across capital delivery initiatives. This role requires a hands‑on, highly capable leader who can quickly assess current-state operations, identify gaps, and implement the frameworks, processes, and standardization needed to elevate PMO performance. The ideal candidate combines strong governance expertise, exceptional communication skills, and an “all‑star” ability to influence, advocate, and operationalize high‑impact project delivery.

This Program Manager will be instrumental in “turning the machine” ensuring PMO gates function, processes flow, teams are aligned, and capital projects are delivered on time, on budget, and with full transparency.

Assessment & Roadmapping:
- Conduct a comprehensive assessment of current PMO maturity, talent placement, processes, and project health.
- Identify organizational gaps and recommend an actionable roadmap for where the PMO needs to go.
- Make informed recommendations when current personnel, processes, or tooling are misaligned with program goals.

Operational Excellence & Delivery Execution
- Implement the processes, cadence, and discipline needed to “run the machine” effectively.
- Improve workflows, ensure accountability, and drive consistency across teams.
- Advocate for resources, clarity, and alignment when delivery requirements shift or expand.

- 7+ years of experience in Program or Project Management, with direct exposure to PMO operations.
- Proven experience delivering on CAPEX portfolios and managing capital program controls.
- Demonstrated success in PMO gate management, governance, and portfolio standardization.
- Ability to assess organizational maturity and build improvement roadmaps.
- Practical, hands-on approach with strong problem‑solving skills and a “doer” mentality.
- Exceptional communication, influencing, and interpersonal skills.
- Ability to thrive in an environment where expectations are high, stakeholders are demanding, and rapid stabilization is required.
- Strong resilience, credibility, and presence.

- PMP or PMI certification strongly preferred.
