Senior IT Budget & Financial Governance Lead
Location: Hybrid – Silver Spring, MD (1 day onsite per week)
We are seeking a Senior IT Budget & Financial Governance Lead to support a federal client in a hybrid environment. This strategic role serves as the principal advisor to senior leadership on federal IT budget strategy, appropriations management, and enterprise financial planning. The ideal candidate will guide the full lifecycle of IT budget formulation, execution, and forecasting while ensuring resources align with mission priorities, acquisition timelines, and technology investments.
Key Responsibilities
• Lead end‑to‑end IT budget formulation and execution across annual, multi‑year, and no‑year appropriations
• Serve as the subject matter expert on federal appropriations and “colors of money”, advising leadership on proper use of O&M, Procurement, WCF, and reimbursable funds
• Develop integrated spend plans that align funding with acquisition strategies, contract awards, and program delivery schedules
• Provide strategic recommendations on reallocations, emerging requirements, unfunded priorities, and year‑end execution strategies
• Build and maintain advanced forecasting models to assess impacts of funding changes, delays, and shifting mission needs
• Monitor budget execution performance, funding utilization, and compliance across the IT portfolio
• Lead enterprise‑level financial analysis to ensure alignment between funding availability and technology initiatives
• Build financial reporting environments integrating budget, procurement, contract, and execution data
• Produce executive dashboards, briefings, and decision‑support materials for senior leadership
• Evaluate and implement modern financial management tools, BI platforms, and automation technologies
• Establish financial data standards, reconciliation processes, and portfolio controls
• Leverage Generative AI to enhance forecasting, reporting, and risk identification
• Lead financial planning and execution reviews with program managers, contracting officials, and budget stakeholders
• Provide direction and mentorship to budget analysts and financial management staff
• Ensure all deliverables meet organizational policies, quality standards, and customer expectations

Required Skills & Experience
• 10+ years of professional experience
• Demonstrated experience with federal appropriations management, including annual, multi‑year, and no‑year funds
• Experience developing spend plans and managing budget execution across multiple funding sources
• Advanced proficiency in Excel or Google Sheets (financial modeling, forecasting, pivot tables, executive reporting)
• Experience using Generative AI tools (Gemini, Copilot, ChatGPT) to enhance financial workflows
• Ability to obtain a Public Trust clearance
• Excellent written and verbal communication skills
Highly motivated self‑starter with strong customer service orientation
