Job Description

Seeking a Business Analyst with experience in Federal Human Resources (HR) and Office of Personnel Management (OPM) regulations and policies regarding personnel processing and Enterprise Human Resources Integration (EHRI) data standards. Experience with PeopleSoft Federal HRMS and National Finance Center (NFC) payroll interfaces is desired but not mandatory. This role requires proficiency in drafting baseline requirements documents (BRD) and strong project management capabilities.

Required Skills & Experience

Basic Qualifications

* 4+ years of professional experience

* Serve as a subject matter expert in FEDERAL HR processes, including a comprehensive understanding of OPM regulations and policies pertaining to personnel processing. Provide guidance and recommendations to ensure compliance with relevant regulations and policies.

* Develop comprehensive baseline requirements documents that capture essential features, functions, and capabilities of HR and payroll systems and beyond. Collaborate with stakeholders to gather requirements, analyze business processes, and create detailed documentation.

o The requirements could extend beyond HR and payroll systems into economic policy, financial management, financial crimes, financial sector cybersecurity, critical infrastructure protection, etc. to support client missions and information needs

* Manage HR and payroll-related projects, ensuring timely delivery, adherence to project plans, and successful outcomes. Coordinate with cross-functional teams, define project scope, set objectives, allocate resources, track progress, and manage risks and issues.

* Create test scenarios and test plans based on defined requirements and business processes. Perform data validation to ensure the accuracy and integrity of data during system integration and implementation. Collaborate with teams for resolution.

* Utilize in-depth knowledge of EHRI data standards to support the integration, management, and reporting of HR data across federal agencies. Collaborate with stakeholders to ensure accurate data exchange and adherence to EHRI standards.

* Apply expertise in PeopleSoft Federal HRMS and NFC payroll interfaces to support the configuration, integration, and maintenance of HR and payroll systems. Ensure seamless data flow between systems and troubleshoot any interface-related issues.

* Possession of excellent oral and written communication skills
