Job Description

This position will support a comprehensive workforce analysis for the Department of Veterans Affairs (VA) Office of Information and Technology (OIT), focused on identifying current workforce capabilities, forecasting future workforce needs, and developing actionable strategies to close critical workforce gaps. This role will lead development of workforce demand and supply models, gap analysis, and human capital program recommendations to support VA’s mission and large-scale IT modernization efforts.

Workforce Strategy & Planning Leadership
• End-to-end workforce analysis across VA OIT, including demand, supply, and gap analysis
• Define future-state workforce requirements aligned to mission priorities, modernization initiatives, and evolving technology needs
• Develop workforce demand profiles, including roles, skillsets, and capacity needs
• Oversee workforce supply analysis, including current staffing, skills inventory, and workforce trends
• Lead development of workforce gap analysis using scenario-based modeling
Workforce Development
• Design and recommend workforce development strategies to address identified gaps, including:
o Reskilling and upskilling programs
o Strategic hiring and recruiting approaches
o Competency-based role definitions and position descriptions
o Leadership development and succession planning programs
• Develop human capital program recommendations with implementation roadmaps, timelines, and cost considerations
• Support development of future-state workforce operating models and “make vs. buy” strategies
Stakeholder Engagement & Governance
• Facilitate workshops and interviews with senior leadership and functional stakeholders
• Present workforce findings, risks, and recommendations to executive audiences
• Incorporate leadership feedback into workforce scenarios and final deliverables

Required Skills & Experience

• 3+ years of experience in workforce strategy, human capital consulting, or organizational planning
• Demonstrated experience in workforce development, including reskilling/upskilling programs, workforce planning, or human capital strategy
• Proven experience conducting workforce gap analysis (demand vs. supply modeling)
• Experience supporting large, complex organizations (federal experience highly preferred)
• Strong ability to translate workforce data into actionable strategies and executive insights
• Experience leading stakeholder engagement at the executive level

Nice to Have Skills & Experience

• Familiarity with federal workforce frameworks and OPM HR models
• Experience supporting IT workforce transformation or modernization initiatives
• Certifications or training in workforce planning, HR strategy, or program management (e.g., PMP, SHRM, Prosci)
