Job Description

Position Summary:
SVT is seeking an experienced Construction Program Manager (PM) to support the United States Secret Service (USSS) at the James J. Rowley Training Center (JJRTC). This facility serves as the primary training campus for USSS law enforcement agents, officers, and civilian personnel. The PM will assist the JJRTC Facility Engineering Branch by providing expert-level construction management, technical oversight, and analytical support services to ensure the delivery of mission-critical infrastructure projects.

Required Skills & Experience

Key Responsibilities:
Provide comprehensive oversight and project management for construction and service contracts.
Support the Contracting Officers Representative (COR) by performing all the required project management functions.
Manage the daily activities of construction and renovation projects, ensuring alignment with project goals, timelines, and budgets.
Coordinate directly with customers and stakeholders to align requirements and expectations.

Review and evaluate project schedules, design plans, and technical submittals for compliance and quality.
Develop practical solutions to construction-related issues encountered during project execution.
Review contractor submissions for contract compliance and technical accuracy.
Provide acquisition support, including answering offeror questions, participating in site visits, and supporting contractor/government meetings.
Draft technical responses to change orders and prepare Statements of Work (SOWs) and cost estimates for new contracts and modifications.

Nice to Have Skills & Experience

Qualifications:
Bachelors degree in construction management, Engineering, or a related field.
Minimum of 20 years of project management experience in government and commercial construction projects.
Demonstrated experience managing projects valued at $50 million or more.
Proven ability to manage complex construction activities and work effectively with multi-disciplinary teams.
Strong analytical, organizational, and communication skills.
Experience supporting federal agencies and familiarity with government acquisition processes is highly desirable.
Preferred Skills and Experience:
PMP or equivalent project management certification
Experience working with the military or federal law enforcement agencies.
Familiarity with federal construction safety standards and environmental health requirements.
