Position Summary:
The Senior Accountant will be responsible for reconstructing general ledger activity across multiple fiscal years, preparing accurate and compliant financial statements, supporting ongoing operations, and ensuring the agency is audit-ready. This role requires expertise in public housing accounting, HUD compliance, and financial systems recovery.
KEY RESPONSIBILITIES
Lead the forensic reconstruction of general ledger activity for prior and current fiscal years.
Prepare and review journal entries, month-end reconciliations, and supporting schedules in compliance with GAAP and GASB.
Analyze third-party financial documents to create structured, defensible audit trails.
Support monthly bank reconciliations, research discrepancies, and recommend corrective actions.
Develop monthly and annual financial statements consistent with HUD and FDS reporting requirements.
Supervise and mentor staff accountants and analysts supporting the engagement.
Perform budget-to-actual variance analysis and assist in budget development.
Reconcile rent rolls, Housing Choice Voucher HAP activity, and VMS data.
Review and interpret grant agreements, audit reports, and financial covenants.
Coordinate with auditors and stakeholders to finalize audit-ready financials.
Monitor compliance with HUD regulations and other federal, state, and local financial reporting requirements.
Identify and implement improvements to accounting, reporting, and internal control processes.
Ensure the accuracy and integrity of financial data, including GL, A/P, A/R, and payroll.
Oversee or support the annual Public Housing Operating Subsidy submission process.
Collaborate with stakeholders to manage HAP disbursements and compliance milestones.
Document procedures and maintain organized records to support financial transparency and recovery.

Bachelors degree in Accounting, Finance, or related field
Minimum of 5 years of progressive accounting experience, including supervisory responsibilities.
Prior experience supporting a Public Housing Authority is required.
In-depth knowledge of GAAP, GASB, HUD accounting handbooks, and federal grant regulations.
Proficiency in financial systems such as Oracle, PeopleSoft, Emphasys Elite, and Yardi.
Familiarity with HUD reporting systems (FDS, VMS, eLOCCS) is strongly preferred.
Experience preparing public housing budgets and subsidy requests.
Knowledge of public housing operations, including HCV programs, real estate financing, and capital grants.
Strong analytical, documentation, and communication skills.
(CPA or CPA candidate strongly preferred).
