Job Description

Insight Globals client is seeking a highly experienced QCM SSHO Superintendent to lead a federal construction project at Naval Station Great Lakes in North Chicago, IL, beginning in August 2025. The initial phase of work will take place at Bldg. 510 (RTC) and is expected to last approximately 2 weeks. Following this, the candidate will be required to return to the same base in January 2026 for a second phase at Bldg. 1400 (SWSC), which is expected to last 23 weeks.

In addition to the Great Lakes work, the role may involve intermittent travel to Malmstrom Air Force Base in Great Falls, MT, for safety compliance coordination and confined space program oversight. This is not a primary work site but may require occasional presence depending on project needs.

This Tri-Hat role combines responsibilities for field supervision, quality control, and site safety. The ideal candidate will have extensive experience in federal contracting, safety enforcement, and quality assurance, particularly with USACE and NAVFAC projects.

Key Responsibilities
Superintendent
Oversee daily construction activities and subcontractor performance
Maintain project schedule, budget, and documentation
Coordinate materials, inspections, and change orders
Ensure compliance with federal contracting standards (USAF, USACE)

Quality Control Manager (QCM)
Implement and manage the Project Quality Control Plan
Conduct inspections, manage submittals and RFIs
Use QCS/RMS software for documentation and reporting
Mentor QC specialists and ensure contract compliance

Site Safety & Health Officer (SSHO)
Develop and enforce the Accident Prevention Plan
Conduct daily safety inspections and hazard analyses
Maintain OSHA 300 logs, SDS, and safety documentation
Provide safety training and orientation for all site personnel
Investigate incidents and ensure regulatory compliance (OSHA, EM-385-1.1)

Required Skills & Experience

Bachelors in Construction Management, Engineering, or equivalent experience
10+ years as a working Superintendent
5+ years of safety experience (preferably federal projects)
5+ years of QC experience
Experience with USACE/NAVFAC projects
Contractor Quality Management for Contractors Certification (or ability to obtain)
OSHA 30, CPR & First Aid certified
Valid drivers license
Proficient in Microsoft Office Suite, QCS/RMS, Primavera
Ability to obtain and maintain base access clearance for Naval Station Great Lakes (North Chicago, IL) and Malmstrom Air Force Base (Great Falls, MT)
Familiarity with secure area protocols and coordination with government escorts
Availability and willingness to travel to job sites and remain on-site for the full duration of each project phase

Nice to Have Skills & Experience

Safety and QC certifications
24+ hours/year formal safety training (past 4 years)
Competent person training in:
Excavation
Scaffolding
Fall protection
Confined space
Hazardous energy
HAZWOPER 40, lead awareness, fire watch, trenching/shoring, forklift, man-lift
Healthcare and railroad construction experience
