Position Overview:
Insight Global is seeking a Land Use and Building Director overseeing County planning, zoning, permitting, building, and code enforcement functions. This role ensures compliance with local, state, and federal regulations while guiding the county’s growth and development strategy. The Director manages a team and serves as the primary advisor to the Board of County Commissioners on land use matters.
Key Responsibilities:
• Lead and manage all department operations, staff, and budget.
• Oversee planning, permitting, code enforcement, and administrative functions.
• Guide zoning ordinance updates and review large-scale development projects (e.g., wind/solar).
• Serve as the County’s Floodplain Administrator.
• Attend and lead monthly Planning & Zoning hearings (3rd Thursday).
• Participate in pre-application meetings and public engagement efforts.
• Coordinate with legal counsel to ensure defensible land use decisions.
• Represent the County in public forums and interagency meetings.

Required Skills & Experience
Bachelor’s degree (GIS or related field preferred; candidates within 6 months of completion will be considered)
Strong planning experience in rural or fast-growing communities
Proven ability to interpret and implement zoning ordinances
Experience managing large-scale development projects (e.g., renewable energy, subdivisions)
Proficiency in Microsoft Word and Outlook
Strong leadership, communication, and public engagement skills
Ability to manage complex projects and lead a multidisciplinary team
Nice to Have Skills & Experience
Certified Floodplain Manager (CFM)
AICP certification (valued for planning ethics and professional standards)
Familiarity with general planning tools (not highly technical)
