Job Description

The IT Program Manager is responsible for managing all aspects of the design, development, and implementation of the program. Provides daily work direction to a team of matrixed project managers and/ functional staff for a program with multiple projects. Ensures integration of the various projects in the program and adjusts project scope, timing, and budgets as needed, based on the needs of the business. Interfaces directly with all levels of leadership to manage and communicate program strategy, governance structure, status, and any changes to the program. Responsible for delivering all projects contained in the program on time, within budget, and in alignment with the defined scope and business requirements. Responsible for tracking key program and project milestones and recommending adjustments to the responsible project managers.

Major Tasks, Responsibilities, and Key Accountabilities

• Manages large-scale programs from planning to completion by facilitating meetings with project stakeholders. Develops, analyzes, and manages project plans, schedules, and resource forecasts. Manages project financials and provides input and justification for costs and budget impact. Monitors overall project performance against plan and makes adjustments as needed. Identifies and resolves issues. Assists in the request for information and vendor request for proposal processes as directed.
• Manages the work of program teams by assembling team resources to ensure the alignment of team member skills and strengths with project demands. Communicates a clear vision of project goals and objectives to the team. Coordinates team activities to ensure project milestones are achieved. Provides performance feedback to team members as needed.
• Manages, controls, and mitigates risks across interdependent projects by analyzing and identifying trigger events. Establishes contingency plans, anticipates and manages dependencies affected by ongoing changes across projects, and recommends ways to mitigate future risks. Influences leadership to take action on these recommendations.
• Ensures the alignment, buy-in, and support of diverse project stakeholders by building and maintaining relationships with internal customers, third party vendors, and business leadership. Works closely with program sponsors and/or reviews boards to help determine program goals. Influences the prioritization of deliverables and facilitates discussions necessary for program delivery.
• Coordinates and monitors the scheduling, pricing, and technical performance of company programs. Negotiates and prepares contracts by considering financial conditions, resources, and contractual requirements. Ensures adherence to master plans and schedules, develops solutions to program problems, and directs work of incumbents assigned to programs from various departments. Ensures projects are completed on time and within budget.
• Adheres to enterprise program management practices by participating in formal and informal training sessions. Tracks and reports key metrics as appropriate. Gathers, maintains, and communicate lessons learned and feedback to project teams, leadership, and the larger project management community.
• Identify program risk, develop a risk management plan and actively manage risk throughout the program lifecycle.
• Identify and communicate the collective resource requirements of the program and work with responsible managers on the development and maintenance of a resource plan .
• Manage interaction between the customer, vendors, and the internal project team members to ensure that appropriate relationships exist to produce positive program and project outcomes.
• Develop and manage the governance structure and change control process for the program.
• Responsible for the status reporting, program estimating, monthly cost accounting and vendor invoice processing.
• Develops and/or monitors vendor deliverables in compliance with binding statements of work.

Required Skills & Experience

• • Bachelor’s degree in Business Administration, Computer Science, Management Information Systems, or a related field.
• Project Management Professional (PMP) certification preferred.
• Program Management Professional (PgPM) certification preferred.
• Minimum of 7 years of project management experience managing multiple medium/high complexity projects in a matrix resource environment, working with diverse project sponsors across multiple organizations.
• 2 to 4 years of experience leading teams.
• 5+ years of experience in software or systems testing.
• Experience influencing and managing project teams without formal direct reporting relationships.
• Experience managing System Development Life Cycle (SDLC) projects using an iterative methodology preferred.
• Comprehensive knowledge of PMI based project management competency areas and methodologies and experience applying these methods to manage successful projects.
• Proven leadership in managing multi-company, cross-functional teams and/or projects.
• Analytical skills are required to effectively manage activities related to budgeting, forecasting, monitoring, process management, risk management, quality control, and reporting.
• Proven ability and determination to manage multiple projects under tight deadlines.
• Strong oral and written communication skills and experience, leveraging these skills to interact with all levels of management.
• Effective interpersonal skills required to develop and maintain system-wide and external relationships.
• Strong negotiation and influencing skills.
