Insight Global is seeking a Site Cost Manager for a large-scale (1.3 GW) data center construction program in Atlanta, GA. This role sits on the owner's side providing oversight of third-party developer cost compliance across a fast-scaling, multi-phase program. High-visibility seat with direct exposure to senior client stakeholders.
Position Summary
The Site Cost Manager owns project cost management end to end — commercial management, change management, progress and invoicing, and cost risk. The role requires the ability to challenge developer cost submissions, enforce contractual compliance, and deliver independent cost reporting and risk visibility to the project team.
Key Responsibilities
Commercial Management

Lead and report cost status, cashflow forecasting, accruals, and variance analysis; maintain program-level reporting
Develop and maintain a standardized monthly cost report reflecting trending and forecasting of cost at completion
Ensure POs/COs are issued for all contracts per current policies and systems
Advise the client on effective cost and schedule decisions relative to project objectives
Support commercial reviews, negotiation, and agreement of contracts, GMPs, and LONs with developers, A/E firms, and vendors
Support term sheet development and funding requests; monitor market escalation and regional trends to flag budget gaps early

Change Management

Ensure end-to-end change is managed, logged, and reviewed for cost and schedule impact; attend all change review meetings
Review and validate developer/vendor change order requests for cost/schedule impact and contractual compliance
Categorize change requests (OCO/ACO/CCO), capture them timely, and forecast FFC/EAC and final resolution date
Determine funding source for all change requests and guide the onsite team prior to approvals

Project Progress & Invoicing

Track original budget, contingency approvals, allowance reconciliation, budget transfers, and change orders to keep forecasts current
Review resource-loaded schedule and schedule of values with developers and A/E to track earned progress and update forecasted cost by month
Ensure invoices are submitted on time with accurate progress representation; recommend approval or modification
Reconcile General Conditions & General Requirements; conduct GMP audits per contract
Review pay applications for documentation, contract compliance, and validity of requested payment
Support capitalization activity; proactively close out POs and contracts; provide retention analysis and release recommendations

Risk Management

Identify and log risks to the Final Forecasted Cost (FFC) into established logs
Collaborate with the project team to identify and monitor future cost/schedule risks and opportunities across developer workstreams
Ensure estimated cost at completion is updated to capture risks and opportunities per required cadences
Communicate risks and opportunities with cost/schedule implications; clearly document inclusions and exclusions

Required Skills & Experience

7+ years of cost management or quantity surveying experience on data center or mission-critical construction projects.
Cost planning and estimating expertise aligned to AACEi or RICS best practices.
Experience on the owner’s side, reviewing and challenging developer/contractor cost submissions and enforcing contractual compliance.
Experience with cashflow forecasting, accruals, variance analysis, and cost-at-completion (FFC/EAC) forecasting.
Strong GMP and contract fluency; experience reviewing pay applications, change orders, and conducting GMP audits.
End-to-end change management experience (OCO/ACO/CCO categorization, cost/schedule impact review).
Experience working with resource-loaded schedules and schedules of values to track earned progress.
Strong stakeholder management with developers, A/E firms, vendors, and owner teams; clear commercial reporting.

Nice to Have Skills & Experience

Hyperscale or gigawatt-scale data center campus experience.
Familiarity with 3rd Party delivery model or comparable owner-side program structures.
AACEi or RICS credentials.
Experience with tax incentive coordination and term sheet/funding processes.
