Job Description

A client of Insight Global is looking to bring on an IT PMO Leader.

The IT investment portfolio — spanning 30–40 active projects and over 200 concurrent enhancements across every business function — is growing in strategic complexity and organizational visibility. The IT PMO must now operate at a higher level: tighter delivery discipline, unimpeachable data quality, stronger executive presence, and a fundamentally AI-enabled operating model.
The IT PMO Leader is one of the most critical roles in IT and frequently serves as the face of the IT organization to business partners, executive leadership, and cross-functional stakeholders. This is not a role for someone who manages projects from a distance. It demands someone who engages with conviction, drives accountability gracefully, communicates with executive polish, and is willing to personally take on any project, problem, escalation, or challenge without hesitation.
This role leads the IT PMO team directly while simultaneously setting and enforcing delivery standards for IT project managers embedded in other IT functional areas — governing by influence as much as by authority. This person owns the end-to-end health, visibility, and credibility of the IT investment portfolio.


Compensation:
$75/hr to $80/hr

Required Skills & Experience

PMO LEADERSHIP & TEAM MANAGEMENT (20%)
• Lead, coach, and develop the IT PMO team — setting clear performance expectations aligned to delivery excellence
• Manage day-to-day activities of direct reports; conduct regular 1:1s, performance reviews, and career development conversations
• Lead by example — personally own any project, escalation, or initiative when the situation demands it
• Build a high-accountability, continuously improving PMO culture that takes pride in delivery quality and data integrity
• Support hiring, onboarding, and retention of PMO talent as the organization grows

GOVERNANCE, STANDARDS & FRAMEWORKS (20%)
• Define, maintain, and enforce PMO standards, templates, governance frameworks, and delivery playbooks for all IT initiatives
• Establish and enforce a single-threaded ownership model for all projects — clear accountability at every phase from intake to closeout
• Extend PMO standards and delivery disciplines to IT PMs outside the PMO through influence, enablement, and coaching
• Own the project lifecycle from idea intake through delivery to formal closeout, including structured lessons learned
• Drive continuous improvement across all PMO processes based on delivery data and stakeholder feedback

PORTFOLIO OVERSIGHT & DATA QUALITY (20%)
• Own the end-to-end health and integrity of the IT investment portfolio (projects and enhancements) in ServiceNow SPM
• Maintain portfolio data accuracy, completeness, and timeliness — portfolio data quality is a direct reflection of PMO credibility and is non-negotiable
• Monitor and remediate schedule slippage, budget variances, and resource conflicts proactively — never reactively
• Facilitate demand intake, idea triage, prioritization, and portfolio rationalization processes
• Provide regular portfolio health reporting and dashboards to IT and executive leadership with actionable insights

AI-FIRST OPERATING MODEL (15%)
• Champion and operationalize an AI-first approach to portfolio and project management across the entire PMO — this is foundational and non-negotiable
• Leverage AI tools to scale delivery oversight across a large portfolio with a lean team: automated status summarization, risk identification, schedule analytics, and executive reporting
• Actively evaluate and adopt emerging AI capabilities that enhance PMO efficiency, forecast accuracy, and stakeholder communication quality
• Coach and enable the PMO team and extended IT PMs to adopt AI-assisted practices as a standard way of working
• Demonstrate measurable productivity and quality gains from AI adoption within the first 90 days

EXECUTIVE PRESENCE & STAKEHOLDER MANAGEMENT (15%)
• Serve as a trusted, high-visibility delivery partner to IT leadership, business function VPs/SVPs, and cross-functional leaders
• Proactively engage business and IT stakeholders — surfacing risks, insights, and portfolio updates before being asked
• Produce executive-ready status reports, portfolio dashboards, and governance materials that are clear, accurate, and decision-enabling
• Lead difficult conversations — escalating issues, managing stakeholder expectations, and delivering candid assessments with confidence and composure
• Build and maintain trust across all organizational levels, from individual contributors to C-suite executives

SERVICENOW SPM OWNERSHIP & TOOL EXCELLENCE (5%)
• Serve as the functional owner and champion of ServiceNow SPM for IT portfolio management — ensuring consistent, correct, and timely usage across all PMs
• Drive adoption of SPM reporting capabilities, dashboards, and portfolio analytics across the IT organization
• Partner with IT and platform teams on SPM configuration, optimization, and capability expansion
• Provide guidance and training on portfolio tooling to PMs and stakeholders across the organization

FINANCIAL TRACKING & RESOURCE PLANNING (5%)
• Maintain accurate financial tracking (budgets, forecasts, actuals) across the IT portfolio in ServiceNow SPM
• Partner with Finance and Accounting on capital labor reporting, IT investment tracking, and project cost governance
• Support resource planning, capacity analysis, and cross-project allocation to surface conflicts and constraints early
• Provide visibility into vendor and SOW management for projects within the IT portfolio

Nice to Have Skills & Experience

• Experience with work management tools: Jira, Smartsheet, Azure DevOps, Microsoft Planner, Microsoft Project
• Background in manufacturing, consumer products (CPG), retail, or consumer goods industries
• Experience in digital transformation, ecommerce, or supply chain IT delivery
• Familiarity with enterprise architecture and reporting tools (Ardoq, Power BI, or similar)
• Exposure to AI Center of Excellence (CoE) operations or AI use case pipeline management
• PMP, PgMP, or equivalent project/program management certification
• MBA or equivalent business strategy credential
• Vendor management and Statement of Work (SOW) governance experience
