Job Description

Opportunity Summary
We are seeking a high-impact, builder-minded Transportation Leader to grow and lead the Tampa market for transportation-related work across FDOT District 7 and key local agencies. This is a blank-canvas leadership opportunity for a proven seller-doer who can build a practice, expand client relationships, win work, and deliver technically excellent projects—while developing a team and shaping the market strategy.
Tampa and West/Southwest Florida represent a significant growth runway driven by population migration and major infrastructure expansion projected over the next 10–20 years. This leader will function as the “CEO of the Tampa market”—owning the client experience, growth strategy, and delivery outcomes while collaborating closely with statewide leadership and shared support resources.

Key Responsibilities
Market Leadership & P&L Ownership
• Serve as the market leader for Transportation in Tampa, accountable for market strategy, growth, and performance aligned to a broader Florida P&L.
• Act as the primary decision-maker for Tampa transportation pursuits, staffing strategy, delivery performance, and client escalation.
• Build the Tampa operating rhythm: forecasting, pipeline reviews, go/no-go decisions, and performance tracking.
Business Development, Client Engagement & Industry Presence
• Lead and personally drive business development: build relationships, open doors, re-engage dormant accounts, and expand wallet share.
• Be the face of the firm with FDOT District 7 and key local agencies (e.g., City of Tampa, Hillsborough County, Citrus County), attending industry events and creating a strong market presence.
• Develop and maintain a multi-year pipeline by staying close to clients and understanding projects years in advance.
Pursuits, Proposals & Contracting (RFP/RFI)
• Own and/or quarterback pursuit strategy, including:
○ RFP/RFI responses, teaming strategy, interview preparation, and win themes
○ Coordination with technical experts and marketing/COE support
○ Go/No-Go leadership and post-submittal/client debriefs
• Ensure pursuit quality and differentiation
Technical Delivery & Quality (Delivery is the Marketing)
• Maintain strong technical credibility in transportation and ensure delivery quality, schedule performance, and client satisfaction.
• Lead multi-disciplinary teams delivering transportation projects (roadway/PD&E/CEI and adjacent services as applicable).
• Negotiate and manage project budgets, staffing plans, risk, and productivity.
Team Building, Coaching & People Leadership
• Recruit and grow a Tampa-based team
• Lead from the front—coach PMs and technical staff, hold accountability, and handle difficult conversations professionally.
• Build a culture of ownership, responsiveness, and collaboration across the Florida leadership team.

What Success Looks Like (12–24 Months)
• Established Tampa market identity with consistent client touchpoints and visible industry engagement.
• Increased win rate and pipeline depth across FDOT and local agencies.
• Meaningful progress toward scaling the Tampa team (from a lean start to a sustainable structure).
• Expansion into additional service lines
• Clear momentum toward the longer-term goal of dividing Florida operations into high-performing areas.

Required Skills & Experience

• Bachelor’s degree in Civil Engineering, Planning, or a related field (Master’s degree preferred).
• Florida Professional Engineer (PE) license required.
• Significant transportation experience (typically 10+ years), including senior leadership responsibility.
• Demonstrated experience working with FDOT (ideally District 7) and/or Florida local agencies.
• Proven success in practice or market growth, including client relationship development and expansion.
• Strong experience leading business development efforts, including RFP/RFI responses, pursuit strategy, and interview delivery.
• Direct experience successfully delivering complex transportation projects.
• Experience leading multi-discipline project teams on technically complex transportation programs.
• Demonstrated capability in Transportation & Infrastructure practice development and management.
• Experience with business development and operations management, including budgeting and performance oversight.
• Strong reputation with major clients and a deep understanding of Florida transportation market opportunities.
• Excellent oral and written communication skills.
• Proven project management experience overseeing complex transportation projects.
Proficiency with Microsoft Office applications.

Nice to Have Skills & Experience

• Strong working knowledge of PD&E principles and transportation project development cycles.
• Proven track record of scaling a group or division, including hiring, developing project managers, and expanding service offerings.
• Comfort operating as a seller-doer leader, owning business development, technical delivery, and operational outcomes simultaneously.
Experience building credibility and winning work in a competitive market, including against larger or more established firms.
