Job Description
• Build PMO governance structures from the ground up (stage gates, milestone tracking, financial controls)
• Transform homegrown reporting into actionable portfolio intelligence
• Bring discipline to inconsistent data in JIRA/Confluence/Airtable
• Establish the operating rhythm that enables proactive portfolio management vs. reactive firefighting
This is 50% building + 50% running—you'll architect the frameworks AND operate them daily.
Portfolio Governance & Framework Development (50%)
• Design and implement portfolio management frameworks across Agile, Waterfall, and hybrid methodologies
• Establish stage gate controls, milestone adherence tracking, and funding governance mechanisms
• Create executive-ready portfolio views that answer: What's on track? What's at risk? Where's the money going?
• Build capacity planning and resource allocation models to optimize our $22M investment portfolio
Portfolio Operations & Financial Oversight (50%)
• Maintain real-time visibility into portfolio health across ~400 IT staff and dozens of active initiatives
• Conduct portfolio reviews to assess milestone adherence, budget variance, and delivery risk
• Develop business cases, ROI models, and financial analysis to support investment decisions
• Partner with Finance on budget forecasting, variance analysis, and technology spend optimization
• Optimize JIRA/Confluence/Airtable configurations to drive data consistency and reporting accuracy
Stakeholder Influence & Executive Communication
• Prepare C-level materials that translate portfolio complexity into strategic insights
• Navigate organizational dynamics and influence IT leaders who don't directly report to the PMO
• Drive adoption of governance practices across a culture with some resistance to PMO oversight
• Serve as a change agent for portfolio discipline while building trust and credibility

Required Skills & Experience
1. PMO Framework Architect – 10-20 years building governance structures, not just following them. You've stood up PMOs or transformed them in complex environments.
2. Financial Acumen – You speak CFO language fluently. Business cases, ROI modeling, budget variance analysis, and capacity planning are second nature. You understand financial statements and can connect technology investments to business outcomes.
3. Autonomous & Detail-Oriented – You thrive with minimal direction. You see around corners, anticipate gaps, and drive to closure without hand-holding. Big picture is already defined—you excel in execution precision.
4. Technical Fluency – You can hold your own in conversations about architecture, infrastructure, applications, and technical dependencies. You don't need to code, but you speak the language.
5. Agile at Scale Experience – You've operated in organizations practicing SAFe, LeSS, or similar frameworks. You understand the nuances of portfolio management in Agile environments (not just project management).
6. Collaboration & Team Orientation – Despite being highly independent, you're a team player who builds relationships, influences without authority, and elevates those around you.
Strong Preferences:
• Tool optimization expertise (JIRA/Confluence/Airtable configuration, reporting, data integrity)
• Change management and stakeholder influence in resistant cultures
• Vendor management and contract oversight experience
• Insurance or financial services domain knowledge
