Required Skills & Experience
Bachelor’s degree in Civil Engineering or a related engineering discipline
Has an active PE in the State of Florida
8+ years of progressively responsible experience in a public-sector public works or utilities environment
Including at least 4 years of management or leadership experience
Capital improvement programming and comprehensive planning experience
Engineering standards of care and public works best practices
Regulatory compliance (Land Development Codes, Comprehensive Plans, FEMA regulations, etc.)
Policy analysis, research, and development of recommendations for complex operational challenges
Drafting, reviewing, and managing legal documents such as ordinances, leases, and intergovernmental agreements
Contract negotiation and administration for large-scale projects
Nice to Have Skills & Experience
Prior experience serving as Incident Manager or in emergency command roles
Experience working closely with County Attorney offices,
Emergency Management divisions
Law enforcement, fire, EMS, and public health officials
Strong background in:
Legislative and regulatory response drafting
Intergovernmental relations and communications strategy
