Job Description
-Program & Strategy Leadership: Lead a multi‑year federal modernization program, aligning technical delivery with mission objectives, FAR requirements, and agency governance while driving application, legacy, and cloud modernization roadmaps.
-Financial, Contract & Portfolio Management: Own budget planning, forecasting, and execution across complex contract vehicles (T&M, FFP, CPFF), ensuring compliance, accurate reporting (CPARS, EVMS, SLAs), and effective task order, CLIN, and labor mix management.
-Technical & Cloud Modernization Oversight: Provide hands‑on technical leadership across Agile, DevSecOps, Azure (IL2–IL6), ServiceNow, and CI/CD, ensuring secure, scalable architectures compliant with FedRAMP, NIST, CMMC, FISMA, Zero Trust, and ATO requirements.
-Team Leadership & Talent Development: Lead and mentor distributed, cross‑functional teams, fostering a culture of Agile delivery, technical excellence, continuous improvement, and successful change management during modernization efforts.
-Client & Stakeholder Engagement: Serve as a trusted advisor to federal executives, COR/COs, and mission stakeholders, leading technical exchanges, program reviews, and cross‑vendor coordination to ensure successful outcomes.

Required Skills & Experience
-Bachelor's in Computer Science, Engineering, Information Systems, Business, or related field; plus 7–10+ years managing large federal IT modernization programs with strong technical oversight
-Active Secret clearance or higher
- Deep expertise in cloud modernization (Azure preferred), DevSecOps, Agile delivery, and legacy system transformation.
-Proven leader of multi-disciplinary engineering teams and complex federal portfolios/task orders.
-Strong experience with cloud governance, cybersecurity compliance, and enterprise-scale modernization initiatives.
-Working knowledge of EVM, CPARS, SLAs, and federal contract reporting requirements.
-Technical proficiency across Azure IL2–IL6, ServiceNow, containerization, CI/CD pipelines, automated testing, and modern software engineering practices.
-Expert understanding of federal cybersecurity frameworks: FedRAMP, NIST 800-53, CMMC, FISMA, ATO, and Zero Trust.
-Ability to define technical roadmaps, enforce engineering standards, mitigate risk, and ensure delivery quality.
-Exceptional communication, stakeholder engagement, and strategic leadership skills.
