Job Description

Insight Global is seeking a highly skilled Senior Technical Program Analyst to support one of our federal clients in Washington DC. This role provides critical technical guidance and subject matter expertise for ship service electrical systems, Hull, Mechanical and Electrical (HM&E) systems, control systems, and cybersecurity posture for and aircraft carrier.

• Oversee the delivery and implementation of transformational technologies aboard CVN 78.
• Provide technical review and integration support for:
o Machinery Control and Monitoring System (MCMS)
o Machinery Local Area Network (MLAN)
o Auxiliary Ship Systems
o Electrical Distribution Systems
o IC Circuits
o Advanced Degaussing System
o Electromagnetic Aircraft Launch System (EMALS)
• Support program actions, including developing action item responses, white papers, point papers, and briefings.
• Provide administrative support for government-approved evaluation criteria related to incentive/award sections of contract solicitations and shipbuilding statements of work.
• Coordinate Navy reviews of MCMS display pages and facilitate communication among multiple different entities.
• Lead the transition of MCMS and Federated Machinery LAN (FMLAN) from the prime contractor to the Navy, including planning KE/TE events, managing software releases, and budget planning.
• Offer subject matter expertise on ship control systems, including software development, testing, modernization, and activation for CVN 78-class carriers.
• Travel may be required to visit or work aboard aircraft carriers at their homeports or while underway.

Compensation:
$160k - $180k Exact compensation may vary based on several factors, including skills, experience, and education.

Required Skills & Experience

• Bachelor’s degree in engineering or a related technical field.
• 15+ years of relevant professional experience working directly CVN or other shipbuilding programs
• Hands-on/oversight experience with:
o Shipboard electrical systems
o Hull, Mechanical, and Electrical (HM&E) systems
o Control systems (e.g., MCMS, FMLAN)
o Cybersecurity compliance for shipboard systems
• Involvement in system integration, testing, or modernization of Navy platforms.
• Active DoD Secret Clearance.
• Proficiency in Microsoft Office 365 (Word, Excel, PowerPoint, Teams).
• Strong communication, presentation, and organizational skills.
• Ability to collaborate effectively with technical teams and leadership.

Nice to Have Skills & Experience

• Master’s degree in engineering or a related technical field.
• Prior Navy experience, particularly with aircraft carriers.
• Experience with NAVSEA and/or PEO Aircraft Carriers.
• Background in managing technical issues for Navy electronic systems.
