Review project plans and field work
Ensure compliance with project plans, specifications, and applicable regulations
Oversee QA/QC activities across multiple construction projects
Provide full-time quality oversight on sewer rehabilitation projects
Verify contractors are using approved and appropriate materials
Review backfill and grading work; confirm adherence to specifications and local codes (permits)
Travel to precast production facilities and construction job sites to oversee project execution
Support a large-scale sewer rehabilitation program, ongoing through 2030 with potential extensions

Required Skills & Experience
Bachelor’s degree in an engineering discipline
5+ years of experience in construction engineering or QA/QC
Strong understanding of QA/QC processes, including concrete testing, noise, and vibration requirements
Civil and/or heavy construction experience
Familiarity with project management systems such as Unifier (or CM14, similar platforms)
QM-C certification (position is contingent upon obtaining this certification)
Strong soft skills, including experience working with contractors, identifying and clearly communicating issues, holding teams accountable, representing the owner, and confidently speaking up when necessary
Nice to Have Skills & Experience
PE license (MD or VA)
