Job Description

My client is seeking a seasoned Program Manager to support a capital construction program for a U.S. Federal client. Acting as the Owner’s Representative, this role is responsible for providing strategic oversight and leadership across multiple projects, ensuring successful delivery from early planning through construction closeout. The Program Manager will lead multidisciplinary teams, partner closely with internal stakeholders and external agencies, and serve as a trusted representative of the client—driving performance, managing risk, and ensuring projects are delivered on time, within budget, and in full compliance with contractual and regulatory requirements.

Required Skills & Experience

• BA/BS in Construction Management, Engineering, or Architecture + 12 years of related experience, or demonstrated equivalency of experience and/or education, including 2 years of leadership
• 12 years of experience progressive construction project management experience that includes knowledge of all project phases: planning, design, preconstruction, construction, commissioning, and turnover to operations
• Experience with managing US Federal Government projects within the past 5 years
• Relevant experience leading contacts, managing people, budgets, schedules, overseeing subcontractor performance, and working with stakeholders and governing agencies on behalf of a public-works owner

- previous GSA construction management experience
