Job Description

Insight Global is looking for an HSE Manager to join one of our top facilities management clients. This person will be supporting to support a large, complex university account within the DMV area. This role is heavily focused on construction safety, renovation projects, and infrastructure oversight in a highly regulated and safety-driven environment.
The HSE Consultant will serve as the primary safety leader for a workforce of approximately 67 employees, overseeing both in-house hard services teams and third-party vendors. This individual will lead compliance efforts, conduct audits, manage safety programs, and partner closely with facilities, projects, and subcontractor teams to ensure all safety risks are identified, mitigated, and documented.
Day-to-Day Responsibilities
• Serve as the Environmental Health & Safety (EHS) subject matter expert for a complex university campus with ongoing construction, renovation, and infrastructure projects
• Lead and maintain construction safety programs for heavy construction, renovations, and capital projects
• Evaluate existing EHS programs to ensure compliance with regulatory requirements, CBRE standards, and client needs
• Maintain and update safety playbooks, plans, procedures, and registers, ensuring they are current, complete, and fully implemented
• Conduct and lead compliance-related audits, inspections, and risk assessments across facilities and job sites
• Oversee and manage safety performance for third-party vendors and subcontractors, partnering with the projects team
• Act as a safety culture leader and safety champion, driving accountability and engagement across teams
• Support all in-house hard services (electrical, plumbing, HVAC, carpentry, and maintenance) from a safety and compliance standpoint
• Track, analyze, and report safety metrics using Excel-based operating procedures, dashboards, and reporting tools
• Utilize Microsoft Office, Power BI, and Tableau to analyze trends, report KPIs, and support data-driven decisions
• Identify opportunities to reduce risk and cost while improving service quality and safety outcomes
• Coach and influence internal teams and vendors, leading by example and aligning with CBRE RISE values
• Communicate clearly and effectively when explaining complex or sensitive safety information to stakeholders

Required Skills & Experience

• 5–8+ years of Health, Safety & Environment (HSE) experience, preferably within:
o Construction safety
o Renovations and infrastructure projects
o Large, complex facilities or university/campus environments
• Strong experience supporting heavy construction and renovation safety programs
• Hands-on experience leading compliance audits and risk management programs
• Experience overseeing third-party vendors and subcontractors
• Advanced proficiency in Microsoft Office (Excel, Word, Outlook)
• Experience working with Excel-based operating procedures and reporting
• Strong administrative, organizational, and documentation skills
• Ability to exercise sound judgment using multiple data sources

Nice to Have Skills & Experience

• Bachelor’s degree in Safety, Environmental Science, Engineering, or related field
• Certifications required by local or state government (OSHA, CSP, CHST, etc.)
• Experience using Power BI and/or Tableau for safety reporting and analytics
• Prior experience supporting higher education or institutional facilities
• Strong background in safety culture development and leadership
