Job Description
This is a senior leadership role responsible for overseeing and advancing all human resources functions within a complex, mission-driven organization. This position serves as both a strategic partner to executive leadership and a hands-on operational leader.
This role ensures that HR systems, policies, and practices are compliant, consistent, and aligned with organizational values, regulatory requirements, and workforce needs. This role leads the HR team, strengthens organizational culture, and builds scalable systems that support recruitment, retention, employee engagement, and long-term sustainability.
Key Responsibilities
Strategic HR Leadership
Develop and execute HR strategies aligned with organizational goals and growth
Advise executive leadership on workforce planning, organizational design, and talent development
Contribute to organizational strategy and leadership decision-making
HR Operations & Compliance
Oversee all HR functions including employee relations, performance management, training, payroll, benefits administration, vendor management, and compliance
Ensure compliance with federal, state, and local employment laws, as well as DDS, OEC, and contractual requirements
Establish and maintain HR policies and procedures that promote consistency, accountability, and best practices
Partner with operational leadership on investigations and regulatory matters, ensuring timely documentation and compliance
Oversee external audits related to HR (e.g., Department of Labor, 401(k)) and ensure timely resolution of findings
Manage relationships with external HR vendors including benefits brokers, retirement plan administrators, and other service providers
Team Leadership & Development
Lead, coach, and develop the HR team across generalist, employee relations, payroll, and benefits functions
Establish clear roles, accountability, and performance expectations
Foster a collaborative, responsive, and professional HR culture
Employee Relations & Organizational Culture
Lead employee relations efforts and support managers in addressing workplace concerns and conflict resolution
Promote employee engagement, recognition, and retention strategies
Maintain a visible and approachable presence across the organization
Talent Management & Workforce Development
Oversee recruitment, onboarding, and retention strategies to meet workforce needs
Guide performance management systems, training programs, and leadership development initiatives
Support succession planning and internal talent development
HR Systems & Process Improvement
Manage HR systems and platforms including ADP, Relias, Bonusly, Matrix/Reliance, SharePoint, and Microsoft tools
Optimize HR systems for compliance, reporting, efficiency, and employee experience
Lead modernization efforts through process improvement, automation, and technology enhancements
Organizational Effectiveness & Risk Management
Evaluate and strengthen HR structures, workflows, and processes to improve efficiency and reduce risk
Identify compliance gaps and implement corrective actions
Build scalable HR systems to support long-term organizational growth

Required Skills & Experience
Bachelor’s degree in Human Resources, Business Administration, or a related field required
Advanced degree or HR certification (SHRM-SCP, SPHR) preferred
8–10+ years of progressive HR leadership experience
Demonstrated experience supporting executive and senior leadership
Strong knowledge of employment law, compliance, and HR best practices
Experience in a unionized environment preferred
Experience in complex or multi-site organizations
Hands-on experience with HRIS systems (ADP) and learning management systems (Relias)
Proficiency with Microsoft Office and HR technology platforms
Proven ability to lead organizational change and strengthen HR infrastructure
Experience in a mission-driven or human services environment preferred
