A company at Schriever SFB in Colorado Springs, CO is looking for a Contracts & Proposals Management Lead to join their team full-time. This Lead will supervise, lead and mentor the Contracts and Proposal team, ensuring that contract and proposal deliverable timelines and requirements are met for the program and all task orders. The ideal candidate will have strong communication, organization and leadership skills.
Their responsibilities include:
- Manage proposal and award activities for the contract and all task orders
- Develop effective contracting solutions which mitigate or minimize risk
- Lead proposal kick-off and development meetings, and track due dates and schedules with task order teams
- Lead discussions and negotiations, and identify and resolve contractual concerns with the government customer
- Develop, maintain and enforce processes for contractual and proposal administration (including contract modifications, limitations of funds, etc.)
- Draft and review contractual documents such as Limitation of Funds notifications, Memorandums, Requests for Equitable Adjustment (REA), and Notifications of Change
- Develop, edit and audit proposal documents to include Basis of Estimate (BOEs), Bill of Materials (BOM), Cost Proposal, etc.
- Analyze proposed costs, review for accuracy, and track/report/resolve costs in excess for all task orders
- Brief senior leadership on status and key issues affecting financial and technical performance
This position will be onsite at Schriever SFB full-time, 5 days per week. The salary range for this role is $123,000-148,000, and takes into account years of experience, clearance and certifications. - 6-8+ years of direct experience with contract administration, proposal development, or similar
- 2+ years of experience in a management or leadership role
- Ability to lead contract negotiations, reviews, and resolutions with the end customer
- Experience interpreting and executing federal regulations (FARS and/or DFARS) within contracts, and ensuring compliance
- Experience drafting and auditing documents (BOEs, BOM, Cost Proposal, notifications, memorandums, requests)
- Experience developing and following processes for contracts and proposals administration, due dates, and costs
- Active Secret Clearance, or ability to obtain
