The position is responsible for contracts management for the Land Survey Undergrounding team. The Contract Specialist will be responsible for writing scopes of work, working with land consultants, tracking contracts through Ariba/Salesforce, and assisting with follow up to completion on contracts.
Responsibilities
Supports development of contracts, bids, grants, forms, agreements, and request for proposals (RFP's), working with key stakeholders.
Supports the creation of contract scopes, bid specifications, and packages in accordance with the program schedule.
Assists with the composition and negotiation of change order terms within contracts.
Participates in the development of contract templates and agreements.
Consolidates and organizes contract specification documents including standards, encroachment and environmental permits, land rights and drawings.
Ensures accurate financial contract costs are accounted for in a timely manner, comply with Sarbanes Oxley Standards.
Works with Project Managers, Sourcing, and suppliers to identify and manage contract issues; ensures all parties adhere to contract requirements and specifications, confirms the supplier delivered on contract commitments.
Reviews terms and conditions of new MSA level contracts.
Leads and drives toward reduced payment cycle time, reduced missed early payment discounts, and drives down total blocked invoices.
Performs contract closeout. Ensures accurate documentation is complete and transmitted. Processes final payments. Where applicable obtains, calculates, and supports alliance contract true-ups.
Monitors and manages retention releases. Ensures that release is consistent with terms and conditions of the contract.
Enters new contracts into ARIBA/Salesforce System and track RFI, PCO, and Change Orders for Land Management team.

Bachelors Degree with some kind of technical emphasis
5+ years of experience in role writing, negotiating, and managing contracts, change orders, and developing bid forms and scopes of work
Experience in project controls, cost estimating, and scheduling.
Comprehensive knowledge of budget and resource formulation of contracts, bids, agreements
Ability to compose, interpret, and negotiate contract language.
Contract information systems (SRM, Salesforce and/or SAP).
Invoice processing experience
Experience reviewing MSA level contracts
Background in writing scopes of work for projects
MS Office Suite
Good written and verbal communication skills
Strong attention to details and technicalities
Excellent organizational and technical skills
Good interpersonal and multi-tasking skills
