Job Description

Insight Global is seeking a senior, customer facing Program/Project Manager in San Diego, California. This role offers the opportunity to join a fast paced team responsible for delivering enterprise IT solutions to the County of San Diego across multiple departments and business groups. The selected candidate will support the County of San Diego Program Management Office and will be assigned multiple projects from the San Diego County Office of Technology.

Demonstrated superior critical thinking skill
• Ability to develop and review project requirements to ensure timely, high-quality delivery
• Oversee Software Development Lifecycle (SDLC) processes, including design, development, testing, and release management
• Drive execution using Agile/Scrum/Waterfall or hybrid methodologies
• Collaborate with architects and engineering teams to implement modern, scalable solutions (cloud, microservices, APIs)
• Experience preparing proposals and statements of work, and developing project estimates, work plans, staffing plans, and implementation strategies
• Experience creating detailed project plans with critical paths, task dependencies, and major milestones, and managing associated schedules
• Experience managing Time and Materials (T&M) projects
• Proven track record of delivering projects on time and within budget
• Ability to estimate resources needed to achieve implementation and ongoing support objectives
• Experience providing performance feedback and mentoring, and leading cross functional project teams
• Experience managing project resources and budgets in alignment with approved plans
• Demonstrated leadership in complex, multi-vendor environments involving resources at all organizational levels
• Track record of managing multiple 3rd party vendors
• Proven ability to manage delivery within a matrixed organization
• Strong technical background with the ability to understand complex IT solutions
• Ability to operate effectively in time critical environments
• Must be located in San Diego County

Required Skills & Experience

Identifying critical tasks and driving projects without impact to budget and/or schedule
• Strong verbal and written communication abilities, with excellent problem solving skills, attention to detail, and effective interpersonal skills.
• Ability to work independently, prioritize tasks, and manage time efficiently.
• Foundational understanding of computer hardware and software.
• Basic knowledge of production processes, quality control, cost considerations, and methods for optimizing manufacturing and distribution operations.
• Strong client relationship skills with the ability to represent the delivery team and effectively manage customer expectations
• Fundamental understanding of business and management principles, including strategic planning, resource allocation, and production methodologies.
• Working knowledge of tools such as Microsoft Suite of products including MS Project and ServiceNow
Education/Experience:
• Bachelor's degree in fields such as computer science, project management or related fields
• Active PMP certification
• 5-10 years’ leading and managing IT projects or programs
• Experience working with Waterfall, Agile or Scrum methodologies
• Experience with backlog and workflow management tools
• Experience supporting State & Local Government clients
• Experience leading hybrid/on-site delivery teams with strong stakeholder engagement requirements
