Job Description
We are looking for Business Analysts with Medicaid, healthcare, and mainframe experience to partner with business and technical teams to translate complex Medicaid policies and operational needs into clear, actionable system requirements. This role supports legacy mainframe environments while ensuring solutions meet regulatory, compliance, and performance standards within healthcare programs.
Key Responsibilities:
- Serve as the primary liaison between business stakeholders and technical teams, translating Medicaid business needs into clear, actionable requirements
- Analyze and document existing mainframe system functionality, data flows, and business rules to support enhancements, modernization, or defect resolution
- Collaborate with development and QA teams to support system design, testing, and implementation, including test case review and UAT support
- Participate in impact analysis and change management for Medicaid policy, regulatory, or system changes
- Ensure solutions align with Medicaid operational processes, compliance standards, and performance expectations

Required Skills & Experience
- Bachelor’s degree in business administration, information systems, or related field
- Medicaid & Healthcare domain experience, including claims processing, eligibility, enrollment, provider management, or benefits administration
- Hands-on mainframe experience, working with COBOL-based systems, JCL, VSAM, DB2, CICS, or batch/online processing environments
- Proven Business Analyst experience gathering, documenting, and validating business and system requirements (BRDs, FRDs, use cases, user stories)
- Experience working with cross-functional teams, including developers, QA, operations, and business stakeholders in regulated environments
- Solid understanding of healthcare compliance and regulations, such as CMS, HIPAA, and state Medicaid guidelines
