Job Description
The City of Arlington is seeking an experienced Agile Coach to support its City Modernization Program, a strategic initiative focused on transforming business processes, technology platforms, digital services, and organizational operations across multiple city departments. The Agile Coach will play a critical role in driving Agile adoption, fostering a culture of continuous improvement, and enabling successful delivery of modernization initiatives through effective Agile frameworks and practices.
This individual will work closely with executive leaders, program managers, product owners, project teams, business stakeholders, and technology partners to establish Agile ways of working that improve transparency, collaboration, delivery predictability, and customer outcomes for Arlington residents and city employees.
The ideal candidate possesses extensive experience leading Agile transformations within complex public sector, municipal government, or enterprise environments and has a proven track record of coaching teams, leaders, and organizations through large-scale change.

Required Skills & Experience
• Bachelor's degree in Information Technology, Business Administration, Public Administration, Organizational Development, or a related field.
• 8+ years of experience in Agile coaching, Agile transformation, organizational change, or related delivery leadership roles.
• 5+ years of experience coaching Agile teams within complex enterprise or government environments.
• Deep expertise in Agile frameworks including Scrum, Kanban, Lean, and SAFe.
• Experience facilitating organizational change and driving cultural transformation.
• Strong understanding of product development, project delivery, and portfolio management practices.
• Experience working with executive stakeholders and senior leadership teams.
• Exceptional facilitation, communication, and stakeholder management skills.
• Experience using Agile management tools such as Jira, Azure DevOps, Rally, or similar platforms.
Nice to Have Skills & Experience
• Experience supporting municipal, county, state, or federal government modernization programs.
• Experience with ERP, CRM, digital transformation, cloud migration, or enterprise application modernization initiatives.
• Agile coaching experience within public sector organizations undergoing significant business and technology transformation.
• Knowledge of human-centered design, customer experience, and service delivery improvement methodologies.
• Experience implementing Agile practices across multiple teams and departments simultaneously.
• Master's degree preferred.
